STRATEGIC ALLIANCES FOR ENERGY SECURITY In 2007 the UNECE Energy Security Dialogue showed how global energy security could be increased most effectively by investing in energy technology and infrastructure. But changes in the energy market had caused new challenges in making these investments. The active cooperation between national oil companies (NOCs) and international oil companies (IOCs), together with stable host government policies, was seen as a promising way to mobilise the capital needed for hydrocarbon investments. Governments could help by seeking to achieve a fiscal and regulatory environment in which multiple sources of finance are supported. Encouraging the growth of efficient capital markets and allowing the free exchange of funds would promote the development of increasingly sophisticated methods of financing in the hydrocarbon sector, which should, in turn, enhance global energy security. This year the Committee on Sustainable Energy will hold the annual Energy Security Dialogue on Wednesday19 November during which:
On Thursday 20 November the Committee will have presentations from the International Energy Agency, Energy Charter, International Energy Forum, Organisation for Security and Cooperation in Europe, World Energy Council, Commonwealth of Independent States, and the Regional Cooperation Council for south-eastern Europe.
