Improved sustainable urban development in 17 Norwegian cities

The objective of the project is to evaluate the performance of 17 cities in Norway against the Key Performance Indicators (KPIs) for Smart and Sustainable Cities (SSC) and to develop Sustainable Smart Cities Profile.

The project will support acceleration of achieving  the SDGs in 17 Norwegian municipalities through 

  • Establishing a baseline for sustainable development for the cities under evaluation 
  • Promoting alignment of policy and budgets in the 17 cities to SDGs and national targets 
  • Stronger citizen engagement  
  • Facilitating identification and promotion of investments and innovation opportunities. 

The Key Performance Indicators for Smart and Sustainable Cities (KPI4SSC) standard is public and free of charge developed by the United Nations Economic Commission for Europe (UNECE) and the International Telecommunications Union (ITU) in the context of the “United for Smart Sustainable Cities” (U4SSC) initiative. U4SSC is coordinated by UNECE, ITU and the United Nations Human Settlements Programme (UN-Habitat),  and supported by fourteen other UN agencies  to achieve Sustainable Development Goal 11: "Make cities and human settlements inclusive, safe, resilient and sustainable".

The KPIs provide cities with a consistent and standardized method to collect data and provide guidance and support in measuring performance and progress when transitioning into a smarter and a more sustainable city and to set up priorities for action. The KPIs include 91 indicators divided in 3 dimensions: economy, environment, and society and culture, which are in fact the areas of urban development. 

The KPIs for SSC reflect the Sustainable Development Goals (SDGs) and serve as a tool for evidence-based decision-making, progress monitoring and achieving the SDGs at the local level. In particular, it helps the cities to evaluate their performance, assess their achievement against the SDG targets, and communicate the outcomes of such evaluations.
