The ECE was the first international organization, which defined and addressed the issue of land administration in Europe in a comprehensive manner in setting up in 1996 the Meeting of Officials on Land Administration (MOLA) which was in 1999 converted into the Working Party on Land Administration. The Working Party aims at promoting land (immovable property) administration through security of tenure, establishment of real estate markets in countries in transition, and modernization of land registration systems in the advanced economies. It has gained an extensive experience in promotion of privatization and effective real estate market through promotion of modern land registration systems in the ECE region. It was developed into an effective network of land administration officials in Europe and North America. A number of workshops, meetings with donors and lending organizations were organized; guidelines and policy papers were prepared. It operates by sending an independent expert mission to the ECE countries to render policy advice and recommendations on national programmes on land market development and real estate registration. These activities were implemented in response to a high demand from the ECE member states.
