The Regular Programme of Technical Cooperation (RPTC) was established by General Assembly resolution 58(I) in 1946 with a view to providing the United Nations with flexibility to respond to urgent needs of developing countries in technical assistance when funding from other parts of the regular budget is not available. Since then the mandate of the Programme has evolved and it is increasingly used to support the efforts of the developing countries and countries with economies in transition to achieve international development goals, including the Millennium Development Goals (MDGs), in the context of a broader development agenda. However, the demand driven nature of the Programme remains its strong and distinct feature. RPTC is implemented by the UNECE Regional Advisers.
About our region
UNECE region is the most advanced but also the most diverse region in the world. While the majority of countries are high income developed countries which are fully integrated in the world economy, there remains a number of countries which have not yet completed their transition to market economy and remain marginalized in the global development process. These countries with economies in transition are major beneficiaries of the UNECE technical assistance funded from the RPTC. Eighteen of them are eligible for Official Development Assistance (ODA) and qualify for other international support measures.
How do we support MDG achievement through RPTC?
The RPTC is an integral part of the UNECE technical cooperation work. It aims to assist countries with economies in transition to accede/adopt and implement UNECE legal instruments, norms, standards and regulations as a means of their integration in the region and global economy. The Programme also contributes to promoting regional/sub-regional cooperation, quintessential in addressing common development challenges and resolving transboundary problems, as well as in achieving the international development goals, including the MDGs.
