Income, living conditions and poverty

Review paper by OECD

In-depth review on statistics on income, living conditions and poverty
The Bureau reviewed statistics on income, living conditions and poverty in October 2007, and agreed that a road map on the issues to be considered and practical actions to be undertaken should be developed.

In October 2008, Statistics Canada presented a road map with options for further work on income, wealth and poverty measurement, and the Bureau concluded that work is needed in two directions: first, towards practical implementation of the Canberra Group Handbook on household income statistics and second, towards an integrated framework of income, expenditures and wealth.
Outcome of the review
In February 2009, the Bureau set up a Task Force to update the Handbook. The Conference of European Statisticians endorsed the Canberra Group Handbook on Household Income Statistics, Second edition in June 2011.
Related initiatives
Poverty statistics was reviewed in November 2012, which led to establishing a UNECE Task Force on poverty measurement.
OECD expert group on micro statistics on household income, consumption and wealth was set up in late 2010 to develop an integrated framework. As a result two publications came out in 2013: OECD Framework for statistics on the distribution of household income, consumption and wealth and OECD Guidelines for micro statistics on household wealth with input for example from Eurostat, UNECE and the World Bank.
