RUSSIA
Kaluga

 

 

Razumovskiy Dmitriy was born on the 13th of November 1977 in the Arkhangelsk region. He completed his higher education in the spheres of finance, economics, and technology.

 

He has held a number of positions within the government: in 2009, he was appointed Director of environmental management and ecology department of Corporation of Development of the Kaluga Region; in 2010 — the Head of economics and property relations department of the City of Kaluga; in 2011, the Head of  electronic government department of the ministry of development of information society and innovations of the Kaluga region; in 2013 — the Minister of information society of the Kaluga region; in 2016 — the Minister of economic development of the Kaluga region. In 2018 he became the Mayor of the City of Kaluga.

 

As the Mayor, his main activities include developing the economy, in particular, stimulating growth of industrial production and business activity in the city; attracting foreign and Russian investors into the city of Kaluga; developing tourist and recreational infrastructure, housing construction, and the integration of innovative technologies into the city economy, including the concept of "smart city" for the purpose of city development and, as a result, improvement of quality of life of the population.

GERMANY
Bonn

 

 

Ashok Sridharan, Mayor of Bonn since 2015, and President of ICLEI – Local Governments for Sustainability since June 2018, holds a degree in legal affairs and has long-standing experience in local government administration. Mayor Sridharan promotes Bonn as Germany’s United Nations City, as a business location and centre of cultural life and heritage. UN Bonn’s motto "Shaping a Sustainable Future” serves as the guiding principle for equitable local development, international cooperation and global advocacy – three areas where Bonn is active and engaged.

 

As president of ICLEI and within other city networks, Mayor Sridharan promotes and advocates low-emission solutions, holistic approaches to sustainable development and multi-level governance cooperation towards the implementation of major global sustainability agendas. He sees Bonn’s strength as being a connecting point for local communities and transboundary global cooperation.

 

RUSSIA
Ekaterinburg

 

 

Alexander Vysokinskiy was born in Sverdlovsk in 1973. He holds degrees in Mechanical Engineering Technology from Urals Polytechnic, Public and Municipal Administration from Urals Academy of Public Administration and has completed post-graduate studies at the Russian Presidential Academy of National Economy and Public Administration.

 

He started his career at N.A.Semikhatov Automation Science and Production Association. From 1993 to 2000, he worked as a Senior Specialist at Expert Assessment and Finance and Head of Guarantees at the Sverdlovsk Region Government Centre for Assistance to Entrepreneurship. From 2000 to 2016, he held several positions at Ekaterinburg City Administration: that of Head of Competitive Advantages and Investment Attractiveness at Committee for Economy; Deputy Chair of Committee for Economy; Chair of Committee for Economy;  Deputy Head of Ekaterinburg in charge of work with authorities and NGOs;  Deputy Head of Ekaterinburg in charge of strategic planning, work with authorities and NGOs;  Deputy Head of Ekaterinburg in charge of strategic planning, economic affairs, and finance; Deputy Head of the Administration of the City of Ekaterinburg in charge of strategic planning, economic affairs, and finance and Deputy Chairman of the Sverdlovsk Region Government.

 

From 2016 to 2018 he held the position of Deputy Governor of the Sverdlovsk Region, before becoming the Head of Ekaterinburg in September 2018. He has been decorated with Governmental and departmental awards, and in his free time enjoys ice hockey.

Moscow

 

 

Eduard Lysenko is an experienced C-level IT manager who prior to joining Moscow Team lead innovations in both commercial and governmental sectors.

 

From 2000 untill 2012 he held managerial positions in Russian and international IT companies.
In 2012 he was invited to head the Department of information technology and telecommunication of Yaroslavl Region. In 2015 he was appointed to the post of the region Vice Governor.


In November 2016 he was appointed Deputy Head of Moscow Department of IT, where he managed institutional informatization and interaction with the federal authorities.

 

Since September 2018 he holds the post of CIO of Moscow.
