Country Impact

Our most effective tool for providing assistance is the country profile studies. Many of these have been carried out with great success throughout the region.

 

The following are some selected examples of impact that the country profile studies have had on UNECE countries:

 

Albania (2002): As a result of the country profile study, working groups were established to develop proposals for new housing legislation, including legislation on access to affordable housing and housing management. Additionally, a pilot project for the provision of 1000 social houses based on the law no.9232 “On social programs for the housing of urban inhabitants” (approved in 2004) was initiated in 2008 following the recommendations of the country profile.

 

Armenia (2004): Based on recommendations in the country profile study: (i) a State programme to provide housing for certain groups of the population was developed; (ii) a Concept programme to improve housing conditions of socially vulnerable groups of the population was approved; and (iii) a Strategic five-year programme on multifamily housing stock maintenance and management was approved.

 

Azerbaijan (2010): Based on country profile recommendations the Government amended the Housing Code of Azerbaijan and developed the draft Town Planning Code.

 

Belarus (2008): Country profile recommendations were used to develop: (i) a draft law to support access to affordable housing through housing savings; improved access to mortgages and low interest credit, and (ii) a Programme for the design and construction of energy-efficient housing.

 

Georgia (2007): A draft Codex for Spatial Planning and Construction Regulation is being developed which addresses a range of issues raised by the country profile study including: Optimization of principles for spatial planning and construction regulations; Elaboration of National and Regional  Housing Strategies; and Rules for legalization of future and existing illegal buildings and structures.

 

Kyrgyzstan (2010): Following country profile recommendations, the Government has already initiated a national programme on affordable housing and submitted a draft Housing Code to Parliament for approval. It is also establishing a State mortgage lending agency.

 

Republic of Moldova (2002): As a result of the country profile study, a regulation for the establishment of the National Housing Agency was developed and then adopted in 2003. This National Housing Service has initiated the construction of 65 multi-storey housing blocks. Since the original study new issues and challenges have emerged in Moldova’s housing sector and the Government has requested ECE to develop a second country profile study with a particular focus on the issues of land administration and multifamily housing stock management.

 

Russian Federation (2004): Recommendations made in the country profile, are being used in the finalization of the Housing Code and are pursued when elaborating State programmes.

 

Serbia (2006):  Country profile recommendations formed the basis of the legal framework for social housing adopted in 2009 and 2010, consisting of: the Social Housing Law (Official Gazette no. 72/09), the Regulation on the Issuing and Revoking of the Operating License, as well as the Content of the Separate Register to the Non-profit Housing Agencies (Official Gazette no. 44/10). 

 

Slovakia (1999): Part of the country profile recommendations created the basis to the State Housing Policy (2000) and its updates (2005, 2010).

 

Tajikistan (2011): In compliance with one of the recommendations of the country profile, the Urban Development Code was adopted in October 2012.
