Capacity building activities

The active involvement of the countries of Eastern Europe, Caucasus and Central Asia (EECCA) is imperative to the regional cohesiveness and effectiveness of the Convention on Long-range Transboundary Air Pollution. Ensuring the implementation and ratification of the Convention and its protocols within this region has been highlighted by the Executive Body as a priority.

At its thirty-seventh session, the Working Group on Strategies and Review agreed on an action plan to involve EECCA countries in the work of the Convention. Later this Action Plan was revised in line with the recommendations of the “Saltsjöbaden III” workshop held in Gothenburg, Sweden, in March 2007. The Action Plan is aiming at:

- raising political profile of the Convention in the region;

- encouraging ratification of the Convention’s most recent protocols;

- increasing cooperation and exchange of information through expanding the modeling and monitoring activities;

- supporting the EECCA countries involvement in the activities of the Convention.

In line with the above-mentioned priorities, following projects and activities are now being implemented or have been already completed.

Training on gridded data and emission projections, Chisinau, Republic of Moldova (5-6 June 2014)

The training was organized upon request by the Ministry of Environment of the Republic of Moldova with the aim to provide an overview of the requirements for gridding and projections reporting as defined in the Guidelines for reporting under the Convention and showcased in the EMEP/EEA Emission Inventory Guidebook, to see the results of work done by other Parties/institutions and to identify the data needs and software tools to be employed both for gridding and projections. The national experts from various institutions (State Ecological Inspectorate, Institute of Ecology and Geography, State Hydrometeorological Service, Institute of Power Engineering, etc.) participated in the training.

Workshop “Particulate matter: the impact on health and development of national emission inventories”, Tashkent, Uzbekistan (20-21 November 2013)

The workshop brought together national environmental, emission, public health experts and representatives of industrial sector of Uzbekistan to discuss the impact of particulate matter (PM) on health and the situation in Uzbekistan, as well as the current practice of emissions monitoring and reporting in the country. The international experts shared information on existing experience related to PM emission inventories development and on methods and tools used for that. The workshop participants developed recommendations on further steps to harmonize the national inventory system with the Convention’s requirements.

Joint project of Belarus, Kazakhstan, and the Russian Federation: “Facilitating the implementation and ratification of the protocols of the Convention on Long-Range Transboundary Air Pollution in Eastern Europe, Caucasus and Central Asia – Elaboration of national air pollutant emission inventory framework”(2012-2013)

The trilateral project funded by the Government of the Russian Federation provided assistance to partner countries in setting the methodological and technical framework for building air pollutant emission inventories in accordance with the requirements of the Convention and its protocols in order to strengthen further ratification and implementation of these instruments. The key accomplishments of the project include an overview of prioritized anthropogenic air pollution sources by activity sectors and the work plans for building pilot air pollutant emission inventories in accordance with the EMEP/EEA Air Pollutant Emission Inventory Guidebook and the  Emission Reporting Guidelines.

Support to the Implementation of the Convention on Long-range Transboundary Air Pollution in Moldova (2009-2011)

The project objective was to promote implementation of the Convention in the Republic of Moldova (mainly, the provisions of the Gothenburg Protocol), to build a high quality national emission inventory in accordance with the requirements of the EMEP/CORINAIR Guidebook and the EMEP Emission Reporting Guidelines and to build capacity for integrated assessment modeling. The project was funded by the Czech Republic.

Implementation and Ratification of the Protocol on Heavy Metals, the Protocol on Persistent Organic Pollutants and Gothenburg Protocol (2008-2011).

The project for Western Balkan countries  funded by the Netherlands and coordinated by UNECE to support the implementation of the Convention on Long-range Transboundary Air Pollution has been completed with following major outputs: Albania, Montenegro, Serbia and the former Yugoslav Republic of Macedonia (fYROM) developed their national action plans for the implementation and ratification of three most recent protocols of the Convention; in addition to that, the fYROM has already deposited its instrument of ratification in December 2010.

Updated CollectERIII emission inventory software available

EEA’s European Topic Centre on Air and Climate Change (ETC/ACC) and software company Spirit a.s. have recently completed an update to the CollectERIII emission inventory software system, used by a number of countries to assist reporting to LRTAP/UNFCCC etc. The version 2 release of CollectER III has an improved user interface and now includes additional quality control and quality assurance tools. Export of data into the latest versions of the UNFCCC CRF Reporter (xml) and the LRTAP flat file format are enabled.

In addition, a self training manual, ‘TrainERIII’ is also available. The manual provides background on the approaches and database structures used in CollectERIII, and include step by step guidance on the main functions of the software. It also provides guidance in exporting via xml a CollectER national database into the UNFCCC CRF Reporter database.
