(1) Findings and Recommendations addressed directly to the Meeting of the Parties. The Compliance Committee subsequently altered its practice so that findings and recommendations adopted immediately prior to the Meeting of the Parties are incorporated as addenda to the Committee's report to the Meeting of the Parties (instead of as addenda to the reports of the Committee's own meetings).
