Fifth session of the Meeting of the Parties to the Aarhus Convention and second session of the Meeting of the Parties to the Protocol on PRTRs

The fifth session of the Meeting of the Parties to the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention), the second session of the Protocol on Pollutant Release and Transfer Registers (Protocol on PRTRs), their joint High-level Segment and associated preparatory meetings will take place in Maastricht at the kind invitation of the Government of the Netherlands. The meeting venue is the Maastricht Exhibition and Conference Centre.

The following information sections below are common for all meetings:

Organization of the fifth session of the Meeting of the Parties to the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters and the second session of the Meeting of the Parties to the Protocol on Pollutant Release and Transfer Registers are guided by the Rules of procedure of the Meetings of the Parties to the Convention and the Protocol respectively.

- Registration of representatives from Governments

Registration of representatives from the Parties, Signatories, and other Observer States is subject to the receipt by the UNECE secretariat of registration forms “A” and formal letters of nomination, which indicates the names and titles of the representatives to the meeting.

The completed registration forms “A” and formal letters of nomination should be sent to the UNECE secretariat (aarhus-prtr-mops[at]unece.org, indicating in the subject line “MoP-5/MoPP-2 registration”) by e-mail as soon as possible, but no later than 23 May 2014.

Limited funds are available to support participation of representatives from government authorities from countries with economies in transition, eligible for financial support.

To apply for financial support, eligible participants from governments should  submit the completed financial support request form together with the formal letters of nomination and the completed registration forms as soon as possible, but no later than 23 April 2014 by e-mail to the UNECE secretariat (aarhus-prtr-mops[at]unece.org, indicating in the subject line “MoP-4 registration”). 

- Registration of the Convention and Protocol Compliance Committees members

Registration of the Convention and Protocol Compliance Committees members is subject to the receipt by the UNECE secretariat of registration forms “A”, which should be sent to the UNECE secretariat (aarhus-prtr-mops[at]unece.org, indicating in the subject line “MoP-5/MoPP-2 registration”) by e-mail as soon as possible, but no later than 23 May 2014.

- Registration of representatives from Unites Nations specialized and related agencies, other intergovernmental organizations

Registration of representatives from the Unites Nations specialized and related agencies, other intergovernmental organizations is subject to the receipt by the UNECE secretariat of registration forms “A”, which should be sent to the UNECE secretariat (aarhus-prtr-mops[at]unece.org, indicating in the subject line “MoP-5/MoPP-2 registration”) by e-mail as soon as possible, but no later than 23 May 2014.

- Registration of representatives from non-governmental organizations

Registration of representatives from non-governmental organizations is subject to the receipt by the European ECO Forum’s Public Participation Campaign of registration forms “B”, which should be sent by e-mail to the European ECO Forum (mara.silina[at]eeb.org, indicating in the subject line “MoP-5/MoPP-2 registration”) as soon as possible, but no later than 11 April 2014 to allow time for consultations among non-governmental organizations.

Where it is not feasible to accommodate in the meeting room all non-governmental organizations which have submitted a request to attend the meeting, the European ECO Forum will assist the UNECE secretariat in prioritising the representation of non-governmental organizations from different parts of the UNECE region at the fifth session of the Meeting of the Parties to the Aarhus Convention and the second session of the Meeting of the Parties to the Protocol on PRTRs.

Limited funds are available to support participation of representatives from non-governmental organizations. Non-governmental organizations interested to apply for financial support should send their requests to the European ECO Forum (mara.silina[at]eeb.org) together with the completed registration form. Participants from the selected non-governmental organizations will be contacted directly regarding the financial support procedure in due course.

- Registration of representatives from other major groups

Registration of representatives from international financial institutions, Aarhus centres, regional environmental centres, judicial institutions, academia, business and industry, local authorities and parliamentarians and other major groups is subject to the receipt by the UNECE secretariat of registration forms “C”, which should be sent to the UNECE secretariat (aarhus-prtr-mops[at]unece.org, indicating in the subject line “MoP-5/MoPP2 registration”) by e-mail as soon as possible, but no later than 23 May 2014.

- Registration and presence of members of the public

The members of the public should submit registration forms “C” to the UNECE secretariat (aarhus-prtr-mops[at]unece.org, indicating in the subject line “MoP-5/MoPP2 registration”) by e-mail as soon as possible, but no later than 23 May 2014. The attendance might be limited due to the availability of places in the meeting room.
