management of the workplan This is the first meeting of the Working Group with the mandate extended to include the Protocol The Working Group will decide on possible means to accelerate the entry into force of the two amendments to the Convention and to widen membership of the Protocol The Chair of the Implementation Committee will inform the Working Group on the Committees activities and invite the Working Group to agree on the finalization of a questionnaire on implementation of the Convention and Protocol Delegations will be invited to provide updated information on the implementation of activities foreseen in the workplan The Working Group might also decide on any further actions to support application of the Convention to nuclear energyrelated activities such as the development of guidance to codify practical experience Finally the Working Group is expected to propose how Parties will address the shortfall between financial contributions received and the expenditure necessary to fulfil the workplan and the expected functions of the secretariat The Working Group will meet in Room XI of the Palais des Nations Geneva The meeting aims to be a paperless event to the extent held in 2014 It will agree on actions to ensure the rapid entry into force of the two amendments to the Convention and to widen membership of the Protocol Delegations will be invited to report on their progress in ratifyingacceding to the amendments and the Protocol The Chair of the Implementation Committee will inform the Working Group on the Committees activities and invite the Working Group to agree on possible actions for assisting Parties to implement the Convention The Working Group will also be invited to provide guidance to the secretariat for the preparation of concise reviews of implementation of the Convention and the Protocol as well as to agree on further actions for bringing into line the three language versions of the Convention It will have the possibility to comment a draft general guidance on resolving a possible systemic inconsistency between the Convention and environmental assessment within the framework of State ecological expertise in place in several countries in Eastern Europe the Caucasus and Central Asia The Working Group may wish to decide on any followup actions to the halfaday seminar on biodiversity in EIA and SEA to be held by Belgium during the session It might also agree on further actions to support application of the Convention to nuclear energyrelated activities such as the development of guidance to codify practical experience The Working Group is expected to comment and agree on the further development of draft good practice recommendations on public participation in SEA Delegations will be invited to report on progress in subregional cooperation and capacitybuilding activities foreseen in the workplan Finally the Working Group will be invited to consider how to address the shortfall between financial contributions received and the expenditure necessary to fulfil the workplan and the expected functions of the secretariat In this regard it is invited to discuss a draft financial strategy for
