However, this was rejected by the Meeting of Experts reasoning that by incorporating the provisions related to immobilizers the requirements which had already existed in Regulation No. 97 for vehicle alarm systems would not be affected and that such modification would cause unwanted complications by the inherent necessity of changing the approval marking.  r5 30.There were also opinions that the new proposed Part III of the Regulation, combining the approval of an immobilizer and of a vehicle with regard to its immobilizer should be split in separate sections. However, this question was solved by deciding to include into Part III of the Regulation a definition of vehicle type. In addition, in order to improve the protection against unauthorized unsetting, the Meeting of Experts agreed to introduce into the proposal the definition of a "rolling code" (see para. 2.6. of document TRANS/WP.29/R.746). The corresponding amendments are noted in annex5 to this report. He accepted the invitation by the Chairman to prepare on the basis of this informal document a working proposal for consideration by the Meeting of Experts at its next session. OTHER BUSINESS  r5 (a)Consolidated Resolution on the Construction of Vehicles (R.E.3) Annex7: Classification of Vehicles#  r5H 33.The expert from the United Kingdom reported that the division between M1 and N1 category vehicles had been under consideration in the European Commission, although no firm decisions had yet been made. He agreed to continue to follow this development in order to provide any information which could solve the questions which had been raised by Romania (TRANS/WP.29/GRSG/49, paras. 60 and 61).  r5 (b)Computerized system for ECE Regulations Documentation: Informal document No. 2 of annex 1 to this report.  r5 34.A member of the secretariat briefed the Meeting of Experts on new developments and future plans in the electronic interchange of documents. Heindicated that external expert help was being tested for incorporating the graphics into the electronic format of documents/Regulations and the results should be presented to the Working Party at its next session. The informal document (No. 2) distributed to the participants gave examples and listed also the Web locations of the UN/ECE Transport Division information/documents and the Internet addresses of the staff of the Division.  r5x (c)Regulation No. 43 (Safety glazing)  r5 35.The Chairman of ISO/TC22/SC11 Safety Glazing Materials reported to the Meeting of Experts that test procedures were being developed for the automotive glazing applications and recommended that after this work was completed (in approximately the third quarter of 1997) Regulation No.43 should be updated accordingly.  r5$ 36.Recalling the question which had been raised by the expert from the United Kingdom (TRANS/WP.29/GRSG/49, para. 64), the expert from OICA explained that Regulation No. 43 covered the approval of different categories of glazing, but did not provide any provisions regarding the use of glazing for certain applications. This information was noted, although the expert from the United Kingdom said that in his view treated laminated side windows might({,)) qualify for aggression resistant glass panes and as such they would be outside the scope of Regulation No. 43. He agreed to prepare a relevant working proposal in order to extend the scope of the Regulation respectively.  r5  (d)Draft Regulation on doubledeck passenger vehicles Documentation: TRANS/WP.29/R.668/Rev.1; informal documents Nos. 5 and 7 of annex 1 to this report.  r5 37.Based on the concern of the expert from the United Kingdom (informal document No. 5) the Meeting of Experts agreed to delete in annex 7, paragraph3 (of document TRANS/WP.29/R.668/Rev.1) the reference to footnote1/ and the text of this footnote referring to the Rompe computer model for verification of vehicle static tilting limit by calculation. The expert from the United Kingdom said that a more accurate model was being developed in his country and could be considered during the seventysecond session (7 to 11April 1997).  r5 38.The expert from France drew the attention of the Meeting of Experts (informal document No. 7) to an error in paragraphs 2.1.1.1. and 2.1.1.2. of theproposal (TRANS/WP.29/R.668/Rev.1), caused by omitting the decisions which had been taken by the Meeting of Experts ((TRANS/WP.29/GRSG/47, para. 19 and TRANS/WP.29/GRSG/48, para. 19). (Note by the secretariat: for the correct text of these paragraphs read paragraphs 2.1.1. and 2.1.2. of annex 2 to this report.)  r5P 39.In addition to the items mentioned in paragraphs 37 and 38 above, the Meeting of Experts requested the secretariat to incorporate into the draft Regulation the amendments which were agreed during the current session for Regulation No. 36 (see para. 16 above and annex 2 to this report) and were applicable, excluding, however, those based on document TRANS/WP.29/GRSG/R.302 where the reservations were pending and the time was not sufficient for their reconsideration (see para.12 above).  r5 40.The secretariat was requested to transmit the abovementioned additional amendments (paras. 37 to 39) to the Working Party and the Administrative Committee (AC.1) for its fourth session (November1996), to be considered in conjunction with document TRANS/WP.29/R.668/Rev.1.  r5x 41.In the general discussion, some doubts were voiced by the expert from Denmark concerning the legal implications of the footnotes which had been agreed by the Meeting of Experts during its seventieth session (TRANS/WP.29/GRSG/49, para. 31 and annex3) and incorporated in document TRANS/WP.29/R.668/Rev.1 in order to provide derogations for the special approvals of doubledeck vehicles, not to be considered as approvals under Article 3 of the amended 1958 Agreement.
