DEVELOPMENT OF REGULATION No. 36 (Public service vehicles) Documentation: TRANS/WP.29/GRSG/R.275; TRANS/WP.29/GRSG/R.279 and Add.1; TRANS/WP.29/GRSG/R.280; TRANS/WP.29/GRSG/R.285/Add.1; TRANS/WP.29/GRSG/R.289; TRANS/WP.29/GRSG/R.290; informal documents Nos. 1, 2, 4, 5, 6 and 7 of annex 1 to this report.  r5 3.||The Chairman summarized the results of the past work, reviewed the available working proposals and invited the Meeting of Experts to resume the consideration of the outstanding questions.  r5 4.||Addressing document TRANS/WP.29/GRSG/R.275 and recalling the amendments to paragraph 2.16. ("unladen kerb mass" and "unladen mass") agreed in principle during the sixtyeighth session and adopted during the sixtyninth session (TRANS/WP.29/GRSG/48, paras. 4 to 6 and annex 2), the Meeting of Experts considered informal document No. 1, modifying the definition of the technically maximum permissible axle mass. This definition was adopted with an amendment. For the record the adopted text is reproduced (para. 2.18.) in annex 2 to this report.  r5 5.||The text proposed in document TRANS/WP.29/GRSG/R.275 for paragraphs 3.2.9. and 5.3.1. was adopted with the amendments given in informal document No. 5 and is reproduced in annex 2 to this report.  r5 6.||Also with respect to document TRANS/WP.29/GRSG/R.275 and in order to exclude the folding seats from the count of the number of the seating places, the Meeting of Experts adopted informal document No. 6 containing the proposal by France (TRANS/WP.29/GRSG/48, para. 7). The adopted text is incorporated in annex 2 to this report. The expert from the United Kingdom reserved his position regarding the provisions for folding seats. He indicated that such seats might also be placed in the areas for wheelchairs and for such cases the situation might need a special consideration, e.g. in the marking of the number of places. It was the general opinion of the Meeting of Experts that folding seats should not be counted for marking because a passenger in the folding seat would occupy more floor space than passengers standing in this area when the folding seat is in the stowed position.  r5 7.||With the amendments indicated above (paras. 4 to 6), document TRANS/WP.29/GRSG/R.275 was adopted and the Meeting of Experts agreed to transmit it to the Working Party and to the Administrative Committee (AC.1) for its fourth session (November 1996), to be considered as a draft Supplement1 to the 03 series of amendments to Regulation No. 36 (see also para. 15 below).  r5% 8.||The Meeting of Experts also considered and adopted the text proposed in document TRANS/WP.29/GRSG/R.279 for paragraph 5.6.2.7., with the amendments (paragraph 5.6.2.7.2. incorporating a sketch and paragraph 5.6.2.7.3.) given in part 1 (proposal by Germany) of document TRANS/WP.29/GRSG/R.289. It was,'+)( however, agreed that these provisions should better replace the existing text of paragraph 5.7.4. (Access to escape hatches) and the Meeting of Experts therefore decided to renumber paragraphs 5.6.2.7.2. and 5.6.2.7.3. as paragraphs 5.7.4.1. and 5.7.4.2. Referring to the provisions contained in these two paragraphs, the expert from Italy made a reservation to the applicability to Class I vehicles, explaining that in his country such vehicles have just one row of seats at the wall and the hatches would therefore need to be positioned off the centreline of the bus.  r5 9.||In addition, related also to the escape hatches and based on the proposals by Hungary (informal document No. 2) and Germany, an amendment was agreed to paragraph 5.6.1.9. in order to remove the ambiguity of the text and is incorporated in annex 2 to this report.  r5 10.||For the proposal of document TRANS/WP.29/GRSG/R.279 regarding the allowed slope of the floor in the access passage, the expert from the United Kingdom confirmed his reservation (TRANS/WP.29/GRSG/48, para. 10), informing the Meeting of Experts that provisions for access to public transport by disabled persons are under consideration in his country and such value might be in contradiction with this policy. He indicated that by the seventyfirst session the relevant decisions should be known and enable him to reconsider his position.  r5 11.||Regarding the proposals in document TRANS/WP.29/GRSG/R.279 for amending paragraphs 5.7.5.2.1. and 5.7.5.4.1., the Meeting of Experts considered and adopted in principle a proposal by Germany (informal document No. 7), noting areservation by the United Kingdom. It was agreed to resume the consideration of this proposal at the next session and the secretariat was requested to distribute informal document No. 7 with an official symbol.  r5p 12.||The text proposed in document TRANS/WP.29/GRSG/R.279 for amending paragraphs 5.7.6. to 5.7.6.2. (Slope of the gangway) and for paragraph 5.7.7.6. (Slope of steps) was adopted without amendments, noting, however, that paragraph 5.7.7.6. should be renumbered as paragraph 5.7.7.7. (see para.13 below).  r5  13.||The Meeting of Experts agreed not to adopt the proposal for a new paragraph 5.7.8.7. (Seat supports) proposed in document TRANS/WP.29/GRSG/R.279. It decided, however, to insert into Regulation No.36 anew paragraph 5.7.7.3., reading the text of paragraph 5.7.8.3. from document TRANS/WP.29/R.668 (draft Regulation on doubledeck buses), considering that its text addressed more appropriately the same question. To accommodate this amendment, the former paragraphs 5.7.7.3. to 5.7.7.5. (in Regulation No. 36, 03 series of amendments) shall be renumbered as paragraphs 5.7.7.4. to5.7.7.6.  r5# 14.||The proposals referring in document TRANS/WP.29/GRSG/R.279 to the question of manoeuvrability (paras. 5.10.1. to 5.10.3. and annex 4, figures A, B, C) were adopted by the Meeting of Experts without amendments.  r5' 15.||With the amendments indicated above (paras. 8 to 14), document TRANS/WP.29/GRSG/R.279 was adopted and the Meeting of Experts agreed to transmit it to the Working Party and to the Administrative Committee (AC.1)(+)( for its fourth session (November 1996), to be considered as a part of the draft Supplement 1 to the 03 series of amendments to Regulation No. 36 (see also para. 7 above).  r5  16.||The proposal by the Russian Federation in TRANS/WP.29/GRSG/R.279/Add.1 was supported by the expert from Italy, but opposed by the experts from at least nine countries, who justified their reluctance to accept the reduction of the minimum number of seats in Class I vehicles by the safety of seating passengers which was considered inherently superior to standees. In order not to reject the proposal hastily, the Meeting of Experts agreed to return to this item at its next session.  r5` 17.||With respect to the proposal by France (part 4 of document TRANS/WP.29/GRSG/R.289) there was a considerable discussion regarding the acceptable slope of floor for low floor buses. Experts from several countries opposed the 12.5 per cent slope as too high, particularly if it would be in the area for standing passengers. In addition, it was noted that even with the increased slope of floor a step in the floor would remain to be allowed (Regulation No. 36, 03 series of amendments, para. 5.7.5.6.). The modification proposed by the expert from OICA (reproduced below) was supported in principle on technical grounds, because it specified that the increased slope would only be allowed in the proximity of the drive axle. Paragraph 5.7.6.1.3., (new), amend to read:  r5 "5.7.6.1.3.X$ $ 12.5 per cent in the case of a low floor vehicle of Class I or Class II in that part of the gangway delimited by transverse vertical planes 2 m forward and 2 m rearward of the centre line of the drive axle."Ɵ#$  Insert a new paragraph 5.7.1.9., to read:  r5 "5.7.1.9.L L Gangways and access passages shall be covered with an antislip material." Ɵ#L  r5X 18.||The Meeting of Experts agreed to resume the question of the slope of the floor and of the related definition of low floor bus (see para. 17 above) at its next session.  r5x 19.||The proposal by the Netherlands (informal document No. 4) for new figures A, B and C of annex 4 and for a new text of paragraph 5.10.3. of the Regulation was discussed but not adopted, after the expert from Poland drew the attention of the Meeting of Experts to incorrect graphical execution of figures C and D. It was agreed to await the development in this respect in the European Union. However, the expert from Germany offered to prepare for the next session a revised text for paragraph 5.10.3., based on the proposal of informal document No. 4.  r5% 20.||The Meeting of Experts also recalled the consideration and amending of document TRANS/WP.29/GRSG/R.280 during the previous session (TRANS/WP.29/GRSG/48, paras. 12 and 13 and annex 3). However, the detailed consideration of the proposal was deferred to the seventyfirst session.'+)(Ԍ r5 ԙ21.||The consideration of document TRANS/WP.29/GRSG/R.290 was also deferred. The expert from the United Kingdom indicated that its proposals are still under consideration for the national rules in his country (see para. 10 above) and stated that the final information might be available in time for the seventyfirst session.  r5 22.||Regarding informal document No. 2, at least two items were addressed and solved during the current session:  r5 (a)TTamendment to paragraph 5.6.1.9. (see para. 9 above);  r5 (b)TTquestion of the seat width it was agreed that seats wider than single seats (e.g. oneandhalf seats) shall only count as single seats;Ɵ#T  r5 23.||Other proposals of informal document No. 2 were discussed, but no decisions were made and the secretariat was requested to distribute informal document No. 2 with an official symbol for consideration at the next session.  r5 24.||Document TRANS/WP.29/GRSG/R.285/Add.1 was noted for the future development of Regulation No. 36 and of other Regulations related to public service vehicles. DEVELOPMENT OF REGULATION No. 52 (Small capacity public service vehicles) Documentation: TRANS/SC1/WP29/GRSG/R.259; TRANS/WP.29/GRSG/R.276; TRANS/WP.29/GRSG/R.281; TRANS/WP.29/GRSG/R.285/Add.1.  r5 25.||The expert from the United Kingdom confirmed his intention to update document TRANS/SC1/WP29/GRSG/R.259 (TRANS/WP.29/GRSG/47, para. 17).  r5p 26.||It was noted that the amendments agreed to in document TRANS/WP.29/GRSG/R.275 (paras. 4 to 6 above) should also apply to document TRANS/WP.29/GRSG/R.276. The secretariat was invited to prepare the respective document for the Working Party and the Administrative Committee (AC.1) for its fourth session (November1996), to be considered as a draft Supplement 1 to the 01 series of amendments to Regulation No. 52. It was also agreed that this document would be examined briefly by the Meeting of Experts at its seventyfirst session, before its submission to AC.1.  r5x 27.||The amendments to document TRANS/WP.29/GRSG/R.280 (TRANS/WP.29/GRSG/48, paras. 12 and 13 and annex 3) were considered to be applicable also to document TRANS/WP.29/GRSG/R.281, but the detailed consideration was deferred to the next session. 28. Regarding document TRANS/WP.29/GRSG/R.285/Add.1, see para. 24 above. $+)( DRAFT REGULATION ON DOUBLEDECK PASSENGER VEHICLES Documentation: TRANS/WP.29/R.668 and Add.1; TRANS/WP.29/GRSG/R.274; TRANS/WP.29/GRSG/R.282; TRANS/WP.29/GRSG/R.291 and Add.1; TRANS/WP.29/GRSG/R.292; TRANS/WP.29/GRSG/R.293; informal document No. 8 of annex 1 to this report.  r5x 29.||Consideration of documents TRANS/WP.29/R.668 and Add.1 was resumed with a view to removing the obstacles for the lifting of the pending reservations. Documents TRANS/WP.29/GRSG/R.291 provided a sound base for this work, even though there were comments by several experts that the proposed construction exceptions reduced the level of harmonization.  r5( 30.||Document TRANS/WP.29/GRSG/R.291 was considered and amended, particularly with respect to the provisions of paragraph 5.6.2.3., where footnote 4/ was reformulated (informal document No. 8) allowing the installation of emergency offside doors. In this respect the information was noted that doors shall be compulsory on both sides of vehicles using the Eurotunnel link and that the Government of Denmark was already considering this requirement for its national legislation. The amended document TRANS/WP.29/GRSG/R.291 was adopted by the Meeting of Experts. The amendments adopted are noted in annex 3 to this report.  r5 31.||Considering document TRANS/WP.29/GRSG/R.291/Add.1, it was noted that it contained the proposals discussed during the sixtyninth session (TRANS/WP.29/GRSG/48, para. 22), but not addressed in TRANS/WP.29/GRSG/R.291. The amendments given in document TRANS/WP.29/GRSG/R.291/Add.1 to paragraphs5.7.1.6. and 5.7.9.6.2.4. were adopted by the Meeting of Experts without modification. For paragraph 5.7.5.1., it was agreed not to modify the table given in document TRANS/WP.29/R.688, but to incorporate a new footnote to the overall height of the gauging device for Class I vehicles only, allowing the height to be reduced from 180 cm to 177 cm if the upper deck height was raised to 172 cm. It was agreed that the same footnote shall apply also to the table in annex 3, figure3 (dimension "E (cm)" for Class I vehicles only). The wording of the new footnotes is recorded in annex 3 to this report.  r5 32.||The agreements reported in paragraphs 30 and 31 above allowed the lifting of all remaining pending reservations (TRANS/WP.29/GRSG/48, paras. 21 and 22).  r5@ 33.||Document TRANS/WP.29/GRSG/R.292 was considered, but the Meeting of Experts decided that for the time being the question of the door aperture was sufficiently addressed in paragraph 5.6.3.1. of the draft Regulation (document TRANS/WP.29/R.688). However, in view of the proposal by Hungary (informal document No. 2, see para. 23 above), the secretariat was requested to list document TRANS/WP.29/GRSG/R.292 for the next session for consideration under item 1, Regulation No. 36.  r5% 34.||Document TRANS/WP.29/GRSG/R.293, containing a corrigendum to the draft Regulation, was adopted by the Meeting of Experts without amendments. In addition, the expert from Germany requested the secretariat to modify in'+)( annex3, figure 9 the sketch of the dual panel in order to show that its thickness was the same as of the panel, i.e. not more than 2 cm.  r5X 35.||Based on the request by Germany, the Meeting of Experts discussed and adopted an amendment to paragraph 5.7.9.6.2.3. and to figure 11 of the draft Regulation, parallel to Regulation No. 52, 01 series of amendments (paragraph5.7.8.1.3.3. and annex 3, figure 8) and to the draft Directive currently under consideration in the European Union. For the record these amendments modifying the allowance for the conduit intrusions into the seating position space are incorporated in annex 3 to this report.  r5 36.||With respect to document TRANS/WP.29/GRSG/R.274, the Meeting of Experts noted that the amendments agreed to document TRANS/WP.29/GRSG/R.275 (paras. 4 to 6 above) should also be applicable and invited the secretariat to incorporate the amended document into the text of the draft Regulation.  r5 37.||Regarding document TRANS/WP.29/GRSG/R.282, the Meeting of Experts agreed that the amendments made to document TRANS/WP.29/GRSG/R.280 (TRANS/WP.29/GRSG/48, paras. 12 and 13 and annex 3) should also be applicable, but the detailed consideration of this question was deferred and it was agreed to consider the provisions for the transport of disabled persons as a part of a future development of the draft Regulation.  r5 38.||Concluding the consideration of this item, the Meeting of Experts noted that the amendments to the draft Regulation (paras. 30, 31, 34 to 36 above) should also include the provisions of document TRANS/WP.29/GRSG/R.286, which were adopted during the sixtyninth session (TRANS/WP.29/GRSG/48, para. 20). The secretariat was requested to prepare a consolidated document and it was agreed that the revised draft Regulation should be transmitted for consideration to the Working Party and to the Administrative Committee (AC.1) for its fourth session (November 1996). REGULATION No. 66 (Strength of superstructure) Documentation: TRANS/WP.29/GRSG/R.277 and Add.1.  r5  39.||The proposals for amending the Regulation were considered. In view of the consideration of the previous items, only document TRANS/WP.29/GRSG/R.277/Add.1 was adopted. The Meeting of Experts agreed to transmit the adopted document to the Working Party and to the Administrative Committee (AC.1) for consideration at its fourth session (November 1996) as a draft Supplement 1 to Regulation No. 66. DRAFT REGULATION ON THE APPROVAL OF VEHICLES INTENDED FOR THE CARRIAGE OF DANGEROUS GOODS Documentation: TRANS/WP.29/GRSG/R.294.  r5% 40.||The proposal was considered and adopted by the Meeting of Experts with the amendments given in annex 4 to this report. Some special observations are noted below. '+)(Ԍ r5 41.||The Meeting of Experts endorsed the request by OICA to include in the definition of the base vehicle the van type of vehicle and agreed to insert into the text a footnote indicating this position, in order to draw the attention of the Working Party and of the AC.1 to this question when the draft Regulation would be considered (see para. 2.1. in annex 4 to this report).  r5 42.||The expert from OICA explained to the Meeting of Experts that on technical grounds his organization advocated the deletion of the special provision for the electric lifting mechanism of the bogie axle (paragraph5.1.1.7.3.). This position was noted although, for the time being and in order not to modify the provisions of Appendix B.2 to Annex B of the ADR, the Meeting of Experts agreed to leave the text in the draft Regulation unmodified and to delete the footnote indicating the position of OICA.  r5 43.||The Chairman of the Meeting of Experts agreed to prepare a draft annex 2 to be inserted into the draft Regulation and containing the example(s) of the approval mark.  r5 44.||Additional amendments were included into the text of the draft Regulation after the session by the secretariat and are incorporated in annex 4 to this report. These resulted from the consultation of the draft with the Secretary of the Working Party on the Transport of Dangerous Goods (WP.15) and are related to replacing the term "kind of dangerous goods" by "vehicle designation" because, in the ADR, symbols EX/II, EX/III, AT, FL and OX identify explicitly the type of vehicle according to marginal 220 301(2). The administrative paragraphs referring to the approval procedure were also amended, in order to reflect the introduction of a new annex 2 (see para. 43 above). 45. The Meeting of Experts agreed to transmit the amended draft Regulation to the Working Party and to the Administrative Committee (AC.1) for consideration at its fourth session (November 1996) and requested the secretariat to prepare the relevant document.  r5 46.||Though supporting the proposal, the experts from Germany, OICA and Poland pointed out sections of the draft Regulation, where the wording of the provisions of Appendix B.2 to Annex B of the ADR was considered technically insufficient or unclear and suggested that in the future the wording of these sections should be amended in order to eliminate any ambiguities. AMENDMENTS TO ECE REGULATIONS  r5! (a)||Regulation No. 18 (Protection against unauthorized use) Documentation: TRANS/WP.29/GRSG/R.288 and Add.1.  r5$ 47.||It was noted by the Meeting of Experts that, in order, to align the proposal with the EU Directive 95/56/EC, Addendum 1 to document TRANS/WP.29/GRSG/R.288 eliminated the requirements applicable to vehicle door locks. The expert from the United Kingdom advised the Meeting of Experts that in this respect a commitment had been made in the EU to reexamine the above'+)(ԫmentioned Directive by December 1996 and proposed that relevant further amendments to Regulation No. 18 should be considered by the Meeting of Experts as soon as the outcomes of the development of the Directive were known.  r5  48.||Referring to documents TRANS/WP.29/GRSG/R.288 and Add.1, the expert from the Czech Republic drew the attention of the Meeting of Experts to the proposed modification of the scope of the Regulation, addressing only M1 and N1 categories of vehicles, whilst the original Regulation No. 18 applied to powerdriven vehicles having at least three wheels. This was considered not desirable and the Meeting of Experts agreed that the original Regulation No.18 should continue to apply to other than M1 and N1 categories vehicles having at least three wheels. As the most appropriate solution, it was suggested to reproduce the original Regulation in Part II of the amended Regulation No. 18.  r5 49.||The Meeting of Experts also agreed that the amendments should be modified in order to become 02 series of amendments to the Regulation. It was understood that the relevant transitional provisions should be prepared, in principle corresponding to those of Directive 95/56/EC and based on the general guidelines contained in document TRANS/SC.1/WP.29/383. Referring to the note by the secretariat, the Meeting of Experts agreed to introduce both in Parts I and II of the amended Regulation the conformity of production procedures, based on document TRANS/SC1/WP29/R.316/Rev.1. In addition it was agreed to insert in the communication form (annex 1 to the Regulation) new items requesting the information regarding the category of vehicle to be protected and regarding its maximum mass.  r5 50.||The Meeting of Experts agreed that the amended document (see paras. 48 and49 above) should be transmitted to the Working Party and to the Administrative Committee (AC.1) for consideration at its fourth session (November 1996). The expert from CLEPA was invited to incorporate the agreed amendments into the text of the proposal and transmit it to the secretariat by the end of June 1996. To comply with the publication deadlines the Meeting of Experts decided to examine the amended document at its seventyfirst session on the basis of the WP.29 working document (TRANS/WP.29/R....) in order to make any last moment corrections, if necessary.  r5 (b)||Regulation No. 46 (Rearview mirrors) Documentation: TRANS/WP.29/GRSG/R.296.  r5 51.||The expert from the Czech Republic introduced the document and proposed to amend it as follows: Paragraph 16.5.2.2., amend to read: ||TTh"... rear windscreen wipers and heating elements, stop lamp S3, or by components of bodywork ..."Ɵ#  r5' 52.||Considering the text of the proposal, the expert from Spain expressed his reservation to amending paragraph 8.4.1.3. of the Regulation. He agreed to propose for consideration at the next session a general definition of the unladen mass which could be inserted into the Regulation and replace the reference to the definition of unladen mass in the Consolidated Resolution R.E.3.  r5 54.||The Meeting of Experts agreed to resume the consideration of this item at the next session, with particular attention to the abovementioned questions.  r5( (c)||Regulation No. 81 (Rearview mirrors for Lcategory vehicles) Documentation: TRANS/WP.29/GRSG/R.295.  r5H 55.||The proposal was considered by the Meeting of Experts and the amendment noted below, accepted in principle, allowed the expert from Italy to join the countries supporting the proposal (TRANS/WP.29/GRSG/48, para. 39). In particular it was agreed to keep the Regulation selfcontained and disregard the proposal for deleting the conformity of production procedures (paragraphs 10 and 22). As a consequence, the corresponding conformity of production procedures should be introduced in paragraph 36 of the draft. OTHER BUSINESS  r5  (a)||Consolidated Resolution on the Construction of Vehicles (R.E.3) Classification of VehiclesƟ#| Documentation: TRANS/WP.29/GRSG/R.283.  r5 60.||The Chairman recalled the request by the Working Party on behalf of Romania (TRANS/WP.29/482, para. 37) to reconsider the positions reached at the sixtyninth session (TRANS/WP.29/GRSG/48, paras. 3237) on the abovementioned document containing proposals by Romania for amending the Consolidated Resolution.  r5$ 61.||The matter was reopened, but for the time being the Meeting of Experts was unable to change the positions of the sixtyninth session. The Chairman invited the experts to study the matters of concern to Romania further and suggest how these could be resolved.
