The Meeting of Experts agreed to terminate the session early and not to utilize the day of 1 November 1995, for which no interpretation was available (TRANS/WP.29/468, paras. 17 and 18 and annex 2). DEVELOPMENT OF REGULATION No. 36 (Public service vehicles) Documentation: TRANS/SC1/WP29/GRSG/R.258, TRANS/SC.1/WP.29/GRSG/R.263, TRANS/WP.29/GRSG/R.275, TRANS/WP.29/GRSG/R.279 and Add.1, TRANS/WP.29/GRSG/R.280, TRANS/WP.29/GRSG/R.285, informal documents Nos. 6, 7, 8, and 10 of annex 1 to this report. 3.||Consideration of this item was opened by the experts from IRU and UITP, who focused the attention of the Meeting of Experts on the challenges and criteria of the present public transport market. Based on the notions of document TRANS/WP.29/GRSG/R.285, they requested the Meeting of Experts to reconsider anumber of provisions of Regulations Nos. 36 and 52 in order to allow more versatile and economic use of public transport vehicles. 4.||Regarding document TRANS/WP.29/GRSG/R.275 the study was concentrated on the unresolved questions of mass definitions and the vehicle capacity calculation (TRANS/WP.29/GRSG/47, paras. 7, 8 and 10). Informal document No.8 was considered and adopted, replacing the text of paragraph 2.16.1. which had been adopted in principle during the sixtyeighth session (TRANS/WP.29/GRSG/47, annex 2). The adopted text is noted in annex 2 to this report. In spite of this decision, the experts from OICA and Germany indicated their intentions to study the definitions of masses and axle loads further, taking into consideration also the definitions used in other ECERegulations, particularly in Regulation No. 13. 5.||In relation to the adoption of informal document No. 8 (see para. 4 above), and referring to document TRANS/WP.29/GRSG/R.275, the expert from the United Kingdom suggested that references to paragraph 2.16.1. should be made in paragraphs 5.1.3. (which should also be abbreviated) and 5.3.2. (as worded in TRANS/WP.29/GRSG/47, annex 3). The modifications proposed are noted below. In general, a number of experts considered the text of paragraph 5.3.2. given in TRANS/WP.29/GRSG/47, annex 3, to be preferable to that given in document TRANS/WP.29/GRSG/R.275. The expert from Hungary maintained his position that the single calculation formula as presently used in Regulation No. 36, paragraph 5.3.2., was preferable to that of the same paragraph in document TRANS/WP.29/GRSG/R.275. However, he agreed to lift his pending reservation related to this matter (TRANS/WP.29/GRSG/47, para. 10). 7.||The expert from France informed the Meeting of Experts that his proposal regarding the exclusion of folding seats (TRANS/WP.29/GRSG/47, paras. 5 and 6) remained to be completed, and indicated his intention to make it available for the seventieth session. 8.||With respect to the occasional transport of children, it was confirmed that each child should occupy one full seat, and that for the purpose of vehicle loading the masses shall be calculated for the transport of adult passengers. Following this decision, the expert from Germany withdrew his study reservation (TRANS/WP.29/GRSG/47, para. 5). 9.||Related to the consideration of the horizontal position of a vehicle (TRANS/WP.29/GRSG/47, para. 13), informal document No. 7 was considered and adopted with amendments. The adopted text (new paragraphs 2.24. and 2.25.) is incorporated in annex 2 to this report. 10.||In the consideration of documents TRANS/WP.29/GRSG/R.279 and Add.1, an amendment was adopted to paragraph 5.7.1.9., increasing the value of the maximum slope of the floor in the access passage and is noted below. The expert from the United Kingdom indicated his study reservation to this decision. Paragraph 5.7.1.9., amend the value of "3 per cent" to read "5 per cent". 11.||In addition, considering the same document, a number of proposals were made by the experts from Germany, UITP and IRU, OICA and France, and they were consolidated in informal document No. 10. After an exchange of views, it was agreed that this informal document should be distributed with an official symbol for consideration at the next session. Due to the lack of time, the examination of document TRANS/WP.29/GRSG/R.279 was discontinued at paragraph5.7.6.2. 12.||Provisions proposed by France for the transport of handicapped and reduced mobility passengers were also considered (TRANS/WP.29/GRSG/R.280), based on the conclusions which had been reached by a special group of the European Commission in Brussels. It was noted that such provisions shall be optional for the vehicles marked as accessible to disabled and reduced mobility passengers. '+((Ԍ13.||The amendments noted in annex 3 to this report present additional modifications to document TRANS/WP.29/GRSG/R.280, which had been agreed by the special group (see para. 12 above) and apply also to documents TRANS/WP.29/GRSG/R.281 and TRANS/WP.29/GRSG/R.282, referring to Regulation No.52 and the draft Regulation on doubledeck passenger vehicles. 14.||Considering also the question of the transport of disabled and reduced mobility passengers, the expert from the United Kingdom introduced the proposals of informal document No. 6. The Meeting of Experts agreed to study the document and requested the secretariat to distribute it with an official symbol for consideration at the next session. 15.||Closing the discussion, the Chairman recalled that a number of questions remained to be discussed in modernising the provisions of Regulation No. 36, amongst others the questions of classification of public service vehicles and the proposals of document TRANS/SC1/WP29/GRSG/R.258, expected to be updated by the expert from the United Kingdom (TRANS/WP.29/GRSG/47, para. 14). With respect to document TRANS/SC.1/WP.29/GRSG/R.263, he recalled its consideration during the previous session and the corresponding decisions (TRANS/WP.29/GRSG/47, para. 15). DEVELOPMENT OF REGULATION No. 52 (Small capacity public service vehicles) Documentation: TRANS/SC1/WP29/GRSG/R.259, TRANS/WP.29/GRSG/R.276, TRANS/WP.29/GRSG/R.281. 16.||Consideration of this item was deferred to the seventieth session, at which more advance might be possible with a view to interrelated consideration of the proposals for draft amendments to Regulation No. 36 and the draft Regulation on doubledeck passenger vehicles. DRAFT REGULATION ON DOUBLEDECK PASSENGER VEHICLES Documentation: TRANS/WP.29/R.668 and Add.1, TRANS/WP.29/GRSG/R.274, TRANS/WP.29/GRSG/R.282, TRANS/WP.29/GRSG/R.286, informal documents Nos. 4, 5, 11 and 13 of annex 1 to this report. 17.||Consideration of document TRANS/WP.29/GRSG/R.274 was deferred to the time when final agreement would be reached on the parallel proposal related to Regulation No. 36 (see paras. 46 above). 18.||With respect to documents TRANS/WP.29/R.668 and Add.1, the consideration focused on the five outstanding items on which the reservations were pending, i.e. class definitions, the lower deck height, number of service doors, the offside door and the seat dimensions (TRANS/WP.29/GRSG/47, paras. 1923). 19.||Considering the vehicle class definitions, the agreement noted in the report of the sixtyeighth session (TRANS/WP.29/GRSG/47, para. 19) was confirmed and the expert from the United Kingdom lifted his reservation. Forthe French text only the following corrigendum was agreed: Paragraph 2.1.1.1., delete the word "sp)ciaux".'+((Ԍ20.||The proposal by Germany (TRANS/WP.29/GRSG/R.286) to align the seat dimensions with those in Regulation No. 52, 01 series of amendments was adopted by the Meeting of Experts with the amendment noted below. Following this decision, the expert from the United Kingdom lifted his reservation related to the general seat dimensions (TRANS/WP.29/GRSG/47, para. 23).  Annex 3, Figure 6, amend the dimension "130 cm" to read "130 cm min.". 21.||During the consideration of other pending items mentioned in paragraph18 above, the expert from France formulated a derogatory solution for the righthand drive vehicles (informal document No. 11), applicable to the number of service doors, the offside door and to the seat dimensions. In the latter part of the proposal he also referred to the relevant part of the proposal by the United Kingdom (informal document No. 5). The experts from Germany and from Hungary reserved their positions with respect to the application of such derogation to the offside door. 22.||Expecting that an advance might be possible, the Meeting of Experts consented in principle to apply the approach noted in paragraph 21 above also to other items on which the pending reservations by the United Kingdom had been reported in document TRANS/WP.29/R.668, and mentioned also in informal document No. 5. The exceptions were the amendment proposed in this informal document to paragraph 5.7.1.6., and the proposal for insertion of a new paragraph5.7.9.6.2.4., where the discussion was not concluded. 23.||The Chairman volunteered to complete informal document No. 11 in accordance with the principles reported in paragraphs 21 and 22 above and transmit it to the secretariat for distribution with an official document symbol and consideration at the seventieth session of the Meeting of Experts. 24.||Regarding the lower deck height, the expert from the United Kingdom agreed to accept the compromise noted in the report of the sixtyeighth session (TRANS/WP.29/GRSG/47, para. 20) and lifted his reservation. Following the request by Germany to apply such compromise to the righthand drive vehicles only, the Chairman agreed to incorporate this item also into the proposal he agreed to prepare (see para. 23 above). 25.||The expert from the Czech Republic introduced informal document No. 4, intended to clarify the width dimension of service door aperture with respect to the dimensions given in this draft Regulation and in Regulations Nos. 36 and 52. There was an initial exchange of views during which, however, it appeared that the question should be studied further, particularly with respect to power operated doors. The secretariat was requested to distribute the proposal with an official symbol for consideration at the next session. 26.||Informal document No. 13 containing a corrigendum to annex 3, figure 3 of the draft Regulation (see document TRANS/WP.29/R.668) was noted and the meeting of Experts agreed to consider it at the next session. The secretariat was requested to distribute it for this purpose with an official symbol. '+((Ԍ27.||Consideration of document TRANS/WP.29/GRSG/R.282 was deferred to the time when final agreement would be reached on the parallel proposal related to Regulation No. 36 (see paras. 1214 above). REGULATION No. 66 (Strength of superstructure) Documentation: TRANS/WP.29/GRSG/R.277, informal document No. 12 of annex 1 to this report. 28.||The proposal by Germany, parallel to those for Regulations Nos. 36 and 52, and the draft Regulation on doubledeck passenger vehicles (TRANS/WP.29/GRSG/R.274, /R.275 and /R.276), and intended to harmonize the provisions in these Regulations with the EU Directive 92/53/EEC was considered, taking into account the agreements reached with respect to Regulation No. 36 (see paras. 46 above). To reflect the decisions, the expert from Germany prepared informal document 12, modifying paragraph 2.5. of document TRANS/WP.29/GRSG/R.277. The Meeting of Experts concurred to consider the matter at its next session and agreed that this informal document shall be distributed with an official document symbol. OTHER BUSINESS (a)||Technical requirements on vehicles transporting dangerous goods Documentation: Informal document No. 2 of annex 1 to this report. 29.||The Meeting of Experts acknowledged the proposal by OICA, translating provisions of Technical annex B2 (TRANS/WP.15/128/Add.4) to the Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR) into a proposal for a draft Regulation, and held a first exchange of views on its provisions. It was noted that questions of braking were eliminated and should be incorporated into Regulation No. 13, following the proposal under consideration by the Meeting of Experts on Brakes and Running Gear (TRANS/WP.29/GRRF/37, para. 31). 30.||The Chairman invited the experts to study the proposal and its technical and administrative implications for the next session. The secretariat was requested to distribute informal document No. 2 with an official symbol. (b)||Computerization system for ECE Regulations 31.||In the brief report it was confirmed by the secretariat that the project continued and whilst the problem of graphics had not yet been solved, the text parts of all working documents were available through Email in the ITU/DOC mail box. It was indicated that soon the access should be restricted to authorized users only, in order to comply with the rules for the distribution of working documents. '+((Ԍ(c)||Consolidated Resolution on the Construction of Vehicles (R.E.3),Ɵ#| ||Annex 7 Classification of vehicles!| Documentation: TRANS/WP.29/GRSG/R.283. 32.||The document submitted by Romania was introduced by the secretariat, referring to the request by the Working Party at its onehundredandsixth session (TRANS/WP.29/468, para. 90). An exchange of views was held on the amendments proposed during which, however, the Meeting of Experts consented that the proposal was not acceptable. 33.||For the first part of the proposal a majority of experts rejected the amendments as diverging from the provisions of the EU Directive 87/403/EEC, amending the Framework Directive 70/156/EEC, and fully harmonized with Annex 7 of the Consolidated Resolution R.E.3. It was also mentioned, that particularly for paragraph 6.1.2. the dimensions and angles had not been specified deliberately with respect to the great versatility and divergence of vehicles concerned, and that the values proposed in TRANS/WP.29/GRSG/R.283 could only be considered if they were justified by wide scale statistics and research. 34.||For the second part of the proposal it was concurred that vehicles designed for the simultaneous carriage of passengers and goods had not been sufficiently addressed in the vehicle classification system and were differently considered in national legislations, often particularly with respect to taxation rules. In spite of this it was consented that a simple amendment proposed was not satisfactory and a thorough study of the full range of these vehicles would be needed to develop an acceptable classification system. For the time being it was suggested that a best solution was to consider the proportion of the goods and crew and/or passengers for any given vehicle of such type and leave the decision on vehicle class to the national authorities. (d)||Regulation No. 97 (Vehicle Alarm Systems) Documentation: TRANS/WP.29/GRSG/R.287. 35.||The proposal prepared by CLEPA in order to incorporate into the Regulation provisions for immobilizers was supported by the experts from France and OICA. However, its detailed examination was deferred to the seventieth session, expecting that at that time more information should be available on the latest draft amendments to the EU Directive 74/61/EEC. 36.||It was also agreed that during the consideration of the proposal, the way will be discussed by which the Conformity of Production Provisions (COP) should be addressed in ECE Regulations after the entry into force on 16October 1995 of the amendments to the 1958 Agreement. '+((Ԍ(e)||Regulation No. 18 (Protection against unauthorized use) Documentation: TRANS/WP.29/GRSG/R.288. 37.||In the first exchange of views, the experts from OICA, France and Germany voiced their opinion that consideration of the proposed Part II, Approval of vehicle with regard to its device(s) to prevent unauthorized entry into the passenger and luggage compartments, should be postponed until the work was finalized in the European Commission on the latest draft amendments to the EU Directive 74/61/EEC. It was agreed that the question of COP provisions should also be solved at that time (see paras. 35 and 36 above). (f)||Regulation No. 81 (Rearview mirrors for L category vehicles) Documentation: Informal document No. 1 of annex 1 to this report. 38.||The proposal by IMMA to align requirements for the installation of rearview mirrors on L category vehicles with those proposed in the draft EUDirective was introduced by the secretariat. 39.||An initial exchange of views was held. The expert from Italy suggested that for safety reasons the requirement might be made more rigorous and two rearview mirrors required also for mopeds. The experts from Germany, the Netherlands and the United Kingdom requested more time to study the proposal before starting any detailed discussion, noting that it was only received at the session and it needed to be consulted. In view of the requests made, further consideration of this item was deferred to the next session and the secretariat was requested to distribute the proposal with an official symbol. (g)||Regulation No. 46 (Rearview mirrors) Documentation: Informal document No. 3 of annex 1 to this report. 40.||Only a first exchange of views was held on the proposal which was introduced by the expert from the Czech Republic.
