Experts from the following countries and non-governmental organizations participated in the work: Belgium; Czech Republic; Denmark; Germany; Hungary; Italy; Japan; Netherlands; Poland; Slovenia; Sweden; Switzerland; United Kingdom; United States of America; International Organization for Standardization; International Organization ofMotor Vehicle Manufacturers (OICA). The report on the proceedings of this informal meeting by the Chairman of the ad hoc group is reflected in  r5 paragraphs 47 of this report. 3.The documents without a symbol distributed during the session are listed in the annex to this report. REGULATION No. 49 (Emissions of compressionignition engines) Development of the emission testing procedure Documentation: Draft report of the test cycle subgroup (10July 1995), listed in the annex to this report. 4.The Chairman of the ad hoc group on the development of an emission testing procedure for heavy duty engines reported to the Meeting of Experts on the proceedings of the informal meeting held on Monday 10 July morning. He presented the draft report, evaluating seven candidate test cycles on the basis of eight different engine tests at four laboratories. Weighted ranking of the cycles, separately by Government Experts and Industry, resulted in selecting two outstanding test cycles: (a) The FIGE transient cycle (30 minutes in length) (b)n The OICA 13mode steady state cycle with load response test forparticulates.# 5.In the ad hoc group both cycles ranked almost equally as having the potential to control the pollution, i.e. to assess the emissions of tested engines correctly with respect to their inservice emissions. Whilst the total ranking had been equal, there had been differences in some criteria, cost implications included. 6.Following the report by the Chairman of the ad hoc group, and after an exchange of views, the roundtable voting by the Meeting of Experts revealed that the majority (nine countries) would prefer the OICA cycle mainly with respect to its technical advantages, cost savings and shorter lead time for its introduction. On the other side, of the total of nineteen countries present and voting, experts from four countries gave less importance to costs and implementation time needed for new measurement techniques, and indicated the FIGE cycle as preferable also with prospects for international harmonization. Experts from six countries abstained. The importance of harmonization was also stressed by the expert from the United States of America. (|,})})Ԍ7.The assessment of emission limits for the year 2000 had been given as one of the important targets for which the cycle must be known with an adequate time headway (TRANS/WP.29/GRPE/29, para. 10). The Meeting of Experts agreed that the last deadline for the decision on the new cycle should be the thirtyfirst session in January 1996. Considering this situation, the following action by the ad hoc group was authorized by the Meeting of Experts: + >uQ!+ >uQ!++ (i) Comments to the draft report to be transmitted directly to the Chairman of the ad hoc group by 4 August 1995;# (ii) Addenda to the draft report to be circulated to the ad hoc group members by 31 August 1995;# (iii) The draft report with the addenda to be considered by the ad hoc group at the meeting which will be convened in September in order to adopt a final report. Tentatively this meeting was set for 18September 1995, to be held in Brussels, if possible at ACEA premises.# The Meeting of Experts agreed to consider the final report of the ad hoc group at its thirtyfirst session and discuss the future action based on the selected test cycle.# ENVIRONMENTAL STANDARDS FOR VEHICLES IN INTERNATIONAL TRAFFIC Documentation: TRANS/R.396, TRANS/WP.29/R.708, ECE/RCTE/PC/10/Rev.3, TRANS/WP.29/GRPE/R.250, TRANS/WP.29/GRPE/R.255, informal documents Nos. 6, 8, 9, 10, 15, 17 and 20 of the annex to this report. 8.The Chairman of the Preparatory Committee (PrepCom) of the 1996 Regional Conference on Transport and the Environment reported to the Meeting of Experts on the state of preparations after the fifth meeting of the PrepCom. He said that a text of Draft Guidelines for a Common Strategy regarding Transport and the Environment (ECE/RCTE/PC/10/Rev.3) had been agreed by the Committee and recalled their main points, which should now be developed into specific measures. He emphasised the need for expert cooperation and noted the close link with the Meeting of Experts through its Chairman, who had been elected the ViceChairman of the PrepCom. He reminded the Meeting of Experts that time for such action was limited approximately to the next halfyear, after which no further expert influence on the outcome of the Conference might be exercised and the decisions would be made rather on a political basis. 9.With respect to the contribution of the Meeting of Experts on Pollution and Energy to the 1996 Conference, the Chairman of the Meeting of Experts categorized it into four areas: (a)XImposing construction requirements on vehicles in international traffic;# (b)XImposing technical requirements also to vehicles in use;# (c)XDefinition and perspective for technical requirements on vehicles and fuels after year 2000;# (d)Reductions of carbon dioxide emissions and fuel consumption. Indicating that no new elements were currently available under item (d), the Chairman invited the Meeting of Experts to hold a detailed discussion on items (a), (b) and (c).(|,})})Ԍ10.On the question of the introduction of environmental requirements to vehicles in international traffic, including vehicles in use (paras. 9 (a) and 9 (b) above), the Director of the ECE Transport Division presented a proposal prepared by the secretariat (TRANS/WP.29/GRPE/R.255) for draft amendments to the 1971 European Agreement supplementing the 1968 Vienna Convention on Road Traffic. He indicated that the proposal had been prepared on the basis of the original one elaborated in the framework of ECMT (TRANS/R.396) and that the comments made by the experts from Poland, Sweden and Hungary (TRANS/WP.29/GRPE/R.250), the IRU Resolution (TRANS/WP.29/R.708) and the late comments received from Romania (informal document No. 8) had been taken into account. He also considered the secretariat's proposal only as a basis for discussion. 11.On the consequences and time frame of the implementation of the proposed draft amendments, the Director of the Transport Division indicated that preserving the original period of [six] years considered in the ECMT proposal, taking into account Article 62 bis of Annex 5 to the Vienna Convention, and assuming that the draft amendments would enter into force by October 1998, the following calendar could tentatively be envisaged (informal document No. 6): October 2000  vehicles first registered as of this date shall comply with requirements of Regulation No. 49, 02 series, ApprovalA (equivalent to EURO I) for emissions and Regulation No.51, 01 series for noise;# October 2002  vehicles first registered as of this date shall comply with requirements of Regulation No. 49, 02 series, ApprovalB (equivalent to EURO II) for emissions and Regulation No.51, 02 series for noise.# 12.In the ensuing discussion, experts from some countries, while agreeing with the contents of the secretariat's proposal, pointed out the fact that, in its present wording, it could give rise to different levels of requirements. The expert from Poland suggested that a wording in line with that proposed by his Government in document TRANS/WP.29/GRPE/R.250 could help in solving the problem. 13.The expert from the Russian Federation drew the attention of the Meeting of Experts to informal document No. 17 supporting the principle of introducing the environmental standards for vehicles in international traffic and giving the schedule of application of Regulation No. 49 in the national legislation in his country. He also mentioned that commercial vehicles > 3.5 tonnes total mass and equipped with positiveignition engines should be taken into consideration. 14.The expert from Italy presented informal document No. 9 containing proposals improving the form of introduction of environmental standards for vehicles in international traffic into the 1968 Vienna Convention. The Meeting of Experts noted the proposal and requested the secretariat to distribute it with an official symbol in view of its contribution to the final text of the amendments. (|,})})Ԍ15.Additional amendments to the original proposal by ECMT were also prepared by the expert from Austria (informal document no. 15) suggesting that Regulation No. 24 be included amongst those mentioned in the amendments to the Vienna Convention and that technical inspection rules be based on the EUDirective 77/143/EEC as last amended by Directive 94/23/EEC (Road worthiness). A proposal for considering also Regulation No. 24 was supported by the expert from the Czech Republic who noted its practicability for the checking of vehicles in use. 16.The expert from Germany introduced informal document No. 10, requesting that the Working Party on the Construction of Vehicles should also be mandated to develop binding rules for periodic technical inspections of vehicles, ensuring their safety and environmental performance during their useful life. His proposal was supported by the Meeting of Experts and he accepted the invitation to prepare a relevant working proposal for the thirtyfirst session of the Meeting of Experts (1619 January 1996). He agreed to consider in his proposal the technical inspection provisions existing in Annex 3 to the Consolidated Resolution on Road Traffic (R.E.1) (TRANS/SC.1/294/Rev.4), as well as the idea of the International Technical Inspection Certificate proposed in document TRANS/WP.29/GRPE/R.255. 17.In conclusion of this part of the discussion, the Meeting of Experts supported unanimously the principle of imposing environmental requirements on vehicles in international traffic along the lines of the proposal made by the secretariat. However, in order to avoid heterogeneity of requirements, the Meeting of Experts agreed that the reference dates should be those for first registrations mentioned in the ECE Regulations or their amendments and not those concerning the territory of a Contracting Party. The secretariat was requested to modify document TRANS/WP.29/GRPE/R.255 accordingly for consideration at the next session. The Meeting of Experts also agreed with the German proposal of developing uniform rules for the technical inspections of vehicles. 18.Referring to the perspective for technical requirements on vehicles after the year 2000 (para. 9 (c) above), the expert from the European Commission presented to the Meeting of Experts "The AutoOil Programme" (informal document No. 20), tripartite initiative of the European Commission, Motor Industry and Oil Industry for preparing the emission legislation for the year2000. He explained in more detail the research programme EPEFE (European Programme for Engines, Fuels and Emissions) launched within the AutoOil, focusing on the conventional pollutants, as well as on the substances not yet regulated, but to be considered with respect to potential harmful influences on human health. 19.In his presentation the expert from the European Commission noted that, with respect to reductions of carbon dioxide emissions and fuel consumption (para. 9 (d) above), guidelines did not exist anywhere in Europe which could be used in the international field and invited the experts to consider the preparation of proposals for consideration at the thirtyfirst session in order to make apositive contribution to the Conference. 20.Closing the discussion, the Chairman of the Meeting of Experts encouraged the initiative for further improvements of the above proposals in(|,})}) view of advancing the work at the next session, at which the discussion should be resumed, taking into account also further progress by the PrepCom. APPLICATION OF ECE REGULATIONS TO ELECTRIC VEHICLES (a)Draft Regulation on CO2 emissions and fuel consumption of passenger cars Documentation: TRANS/WP.29/GRPE/R.248. 21.The Meeting of Experts examined and adopted the document with the amendment noted below. It was also agreed to transmit the document as a draft Supplement 1 to the draft Regulation to the Working Party on the Construction of Vehicles for consideration at its onehundredandseventh session. Paragraph 1, amend to read: XX ".... (CO2) and fuel consumption for M1 category vehicles, or to the measurement ...."# 22.Referring to the adoption of the abovementioned draft amendments, the secretariat recalled that the amendments to the 1958 Agreement (TRANS/WP.29/409 and TRANS/WP.29/468, para. 19) were expected to enter into force on 16 October 1995 and in that case the new Regulations and/or amendments to existing Regulations would be adopted in the first session of the Administrative Committee (AC.1), scheduled tentatively to be held on 8November1995 (TRANS/WP.29/468, para. 7). (b)Specific requirements for electric vehicles Documentation: TRANS/WP.29/GRPE/R.249. 23.The document was considered and adopted by the Meeting of Experts with the amendments noted below (also included are amendments communicated to the secretariat after the session by the expert from France and prepared on the basis of inquiries by the translator). It was agreed to transmit the amended document to the Working Party on the Construction of Vehicles to be considered as a new draft Regulation at its onehundredand seventh session (see para.22 above). AMENDMENTS TO ECE REGULATIONS WITH RESPECT TO LPGFUELLED VEHICLES (a)Regulation No. 49 (Emissions of compressionignition engines) Documentation: TRANS/WP.29/GRPE/R.243, informal document No. 11 of the annex to this report. 25.The expert from the Netherlands affirmed that the proposal contained all the amendments needed to introduce provisions for LPGfuelled vehicles into the Regulation. He also agreed to consider the comments received from the expert from Poland on the formulae contained in the text, and if justified, inform the secretariat of the necessary modifications. 26.The expert from Switzerland introduced informal document No. 11 and requested the Meeting of Experts to postpone the adoption of the proposal till the time when the tests with compressed natural gas fuelled vehicles would be completed. He confirmed that no LPGfuelled vehicles should be included in the present state of the project and that recommendations regarding the consideration of total or nonmethane hydrocarbon emissions only should be made on the basis of the results of the study quoted in informal document No.11. 27.The Meeting of Experts noted the information but, after examination of document TRANS/WP.29/GRPE/R.243, it decided to adopt it and transmit it to the Working Party for consideration at its onehundred andseventh session with the following amendment: Annex 4, TEST PROCEDURE, paragraph 3.1. (new), amend to read: "... and heating value shall be determined and noted in the report." 28.The expert from the European Commission indicated his concern with higher hydrocarbon emissions in motoring mode of some compressed natural gas fuelling systems, whilst motoring modes were not examined in the test procedure of Regulation No. 49. He agreed to prepare a proposal for draft amendments to be considered at the next session of the Meeting of Experts, in order to eliminate this problem. The expert from OICA suggested that'|,})}) performance requirements would be more appropriate than construction restrictions. (b)Regulation No. 67 (Equipment for liquefied petroleum gas) Documentation: Informal documents Nos. 2, 5 and 18 of the annex to this report. 29.The expert from the Netherlands introduced informal document No. 5, containing a revision of Regulation No. 67, incorporating the requirements for installation of LPGequipment into vehicles. He indicated that the work was in progress and that the proposal needed to be completed. He thanked the expert from Poland for the comments provided (informal document No. 2). 30. In view of the continuing work, the Meeting of Experts concurred that informal document No. 5 should continue to be used as a working proposal and invited the experts to retain their copies of this informal document for consideration at future session(s). 31.The information given by the expert from the Russian Federation on specifications of compressed natural gas and liquefied petroleum gas marketed for motor vehicles in his country was noted with interest (informal document No.18). Itwas agreed that this document should be kept for any future considerations related to gaseous fuel specifications in ECE Regulations. (c)Regulation No. 83 (Emissions of M1 and N1 categories of vehicles) Documentation: TRANS/WP.29/R.698, TRANS/WP.29/GRPE/R.245, informal documents Nos. 3 and 7 of the annex to this report. 32.The information by the secretariat was noted that the draft 03 series of amendments to the Regulation (TRANS/WP.29/R.698) had been adopted by the Working Party at its onehundredandsixth session (TRANS/WP.29/468, paras. 54, 55 and57) (Note: The final text will be distributed to the Contracting Parties under document symbol TRANS/WP.29/477). 33.Informal document No. 7 was examined, which contained additional modifications to the 03 series of amendments proposed by the expert from Poland during the session of the Working Party (TRANS/WP.29/468, para. 56). The Meeting of Experts requested the secretariat to distribute the document with an official symbol and agreed to consider it at its thirtyfirst session. 34.The expert from the Netherlands introduced the proposal for inserting into the Regulation provisions for LPGfuelled vehicles (TRANS/WP.29/GRPE/R.245). Responding to the concerns by OICA, he indicated that modern installations adjust for fuel composition and this allowed not to specify any particular reference fuel, but performing tests with two different fuel compositions. However, he agreed that the energy content in the fuel would modify the vehicle performance in comparison with the approved type. 35.The Meeting of Experts agreed to resume its consideration of the proposal at the next session, together with the amendments suggested by the(|,})}) expert from Poland (informal document No. 3) and requested the secretariat to distribute this informal document with an official symbol. (d)Regulation No. 85 (Measurement of the net power) Documentation: TRANS/WP.29/GRPE/R.246. 36.The proposal was considered to be related to amendments to Regulation No. 83, regarding LPGfuelled vehicles and the Meeting of Experts agreed to examine it also at the next session (see paras. 34 and 35 above). The expert from the Netherlands agreed to complete the text by two annexes, which remained to be established. 37.To facilitate the clarification of the influence of the fuel energy content on the performance, the expert from the Czech Republic suggested to review the range of LPG fuels distributed in Europe. The expert from CONCAWE agreed to provide such an inventory of LPG fuels for consideration at the next session, based on the information available to his organization; he indicated that such information might not be exhaustive, because CONCAWE represented the oil industry. (e)Draft Regulation on CO2 emissions and fuel consumption of passenger cars Documentation: TRANS/WP.29/GRPE/R.247. 38.The expert from the Netherlands explained that for LPG fuel the consumption in litres per 100 km was proposed to be corrected to "standard" fuel composition, in order to facilitate comparison of results. 39.In view of the relation to the fuel composition, the Meeting of Experts agreed to examine its proposal at the next session (see paras. 34 to 37 above). The expert from the Netherlands agreed to modify the proposal by introducing the fuel consumption calculation by the carbon balance method and complete the text by two annexes, which remained to be established. REGULATION No. 83 DEVELOPMENT (Emissions of M1 and N1 categories of vehicles) Documentation: TRANS/WP.29/GRPE/R.244, informal document No. 3 of the annex to this report. 40.The document (TRANS/WP.29/GRPE/R.244) was introduced by the expert from Italy, who affirmed that amendments proposed to the Regulation would cover all the provisions necessary for compressed natural gas fuelled vehicles, preserving the existing emission limits. He also indicated that the composition of the reference fuel was based on the NG marketed in his country. On this occasion the specifications of the fuel marketed in the Russian Federation were also recalled (see para. 31 above). The expert from the Netherlands explained that a different fuel composition would require recalibration of the engine fuel metering system. ( |,})})Ԍ41.The first approach preserving the emission limits was approved by the Meeting of Experts. It was agreed in principle to reexamine the limits at alater occasion in order to benefit from the potentially lower emissions of gas engines. It was also agreed to take into consideration the results of the study launched in Switzerland (see para. 26 above) in order to assess the influence of methane emissions. 42.The expert from Poland explained the amendments proposed to the above document (informal document No. 3) and suggested that amendments related to natural gas (NG) and liquefied petroleum gas (LPG) should be combined, avoiding the introduction of a new "approval D". However, separate "approvalD" was supported by the experts from France and Italy, indicating that in comparison with "approval B" (unleaded petrol), "approval D" would not require an evaporation test and should therefore be kept separate. 43.Taking into account the discussion about the reference fuel and the introduction of a new "approval D", the Meeting of Experts requested the expert from Italy to reconsider these items for the next session, together with the suggestions given in informal document No. 3, whilst the rest of the proposal was understood to be adopted in principle. COLD START TESTING PROCEDURE Documentation: TRANS/WP.29/GRPE/R.237. 44.The consideration of the proposal during the last session was recalled (TRANS/WP.29/GRPE/29, paras. 18 and 19). The Meeting of Experts agreed that the technical content of the proposal should be considered as adopted in principle, whilst the limits, inclusion of hydrocarbon emissions in this first step or at a later time, and the conformity of production procedures depend to a large extent on political decisions. In conclusion, it was decided to suspend further discussion on this item from the agenda and await the information on the consideration of those questions in the European Union. DRAFT REGULATION ON REPLACEMENT CATALYTIC CONVERTERS Documentation: TRANS/WP.29/GRPE/R.254, informal document No. 13 of the annex to this report. 45.The proposal submitted jointly by CLEPA and OICA was appreciated by the Meeting of Experts as a reasonable base for compromise which should allow the completion of the first stage of the draft of a new Regulation. It was noted that, in two places only, square brackets were left to indicate alternative solutions on which decisions were needed (paras. 3.4. and 5.2.). Several experts indicated that both solutions, which related to the application of a catalytic converter to other vehicle types would be acceptable, others justified their preferences. The expert from the Russian Federation suggested in addition some draft amendments (informal document No. 13). In general, the proposal was supported by a majority. The expert from Sweden made observations regarding the quality of replacement catalytic converters and' |,})}) suggested that it would be more desirable to continue the work on the draft in order to complete the foreseen twostep procedure at once. 46.In view of the majority support expressed during the discussion, the Chairman of the Meeting of Experts invited all interested parties to provide their comments on the proposal in writing directly to the expert from CLEPA, in due time for their consideration at the thirtyfirst session. He expressed his belief that it would be the final consideration and the consensus would be possible. REGULATION No. 96 (Emissions of agricultural tractors entry into force 15 December 1995) Documentation: TRANS/WP.29/GRPE/R.251, informal document No. 19 of the annex to this report. 47.The Meeting of Experts was informed by the expert from the European Commission that document TRANS/WP.29/GRPE/R.251 listed the differences between Regulation No. 96 and the proposal for a draft EU Directive on emissions from nonroad mobile machinery. He indicated that the following correction should be made in the document: A: Annex 4 Appendix 3, para. 1.3.2. (a), in the formula (left side of the equation) amend symbol "FFH" to read "".7 48.The expert from CEMA appreciated the document as a basis for further harmonization. However, given the mandate of the Working Party to road vehicles only and considering the proposal level of the draft Directive, the Meeting of Experts decided to keep the document for possible future reference. 49.The expert from the United States of America requested that, in view of harmonization, lower sulphur content fuels be allowed as reference fuels in Regulation No. 96 and the proposal for the draft EU Directive, proposing a calculation method to rectify the particular matter emission to the sulphur content (informal document No. 19 of the annex to this report). 50.In view of the support for harmonization expressed during the discussion, the Meeting of Experts invited the expert from the European Commission to revise the original proposal (TRANS/WP.29/GRPE/R.251) for consideration at the next session and prepare it in the form of a proposal for draft amendments to Regulation No.96. The expert from the European Commission agreed to incorporate also the modification to reference fuel specifications (see para. 49 above). EXCHANGE OF INFORMATION ON NATIONAL AND INTERNATIONAL REQUIREMENTS ON EMISSIONS Documentation: Informal documents Nos. 16 and 21 of the annex to this report. 51.The information by Hungary on the novel national laws aimed at reducing pollution by motor vehicles (informal document No. 16) was noted, as well as the information on emission control in Greece (informal document No. 21). ( |,})}) Inthe absence of other written contributions, the Meeting of Experts accepted the suggestion by the Chairman to defer the usual exchange of information to the thirtyfirst session. The delegations were encouraged to prepare written statements. 52.After the session the following information was received by the secretariat: Czech Republic: New Road Traffic Code No. 38/95, Sb. was approved by the Parliament in March 1995. Two ordinances are annexed as mentioned below: No. 102/95 Sb. Technical approval of road vehicles; No. 103/95 Sb. Regular control of vehicles in use; All documents entered into force on [1 July 1995]. Japan: A Study Group on Improvement of Fuel Efficiency of Motor Vehicles issued in April a further report to be used by the Ministry of Transport for setting fuel efficiency targets for gasoline trucks with gross vehicle weight (GVW) up to 2.5 tonnes. Compared to 1993, the fuel efficiency targets for 2003 represent reductions of 3.8 7.5 per cent, depending on vehicle category (6.1 l/100 km for minisized trucks with engine capacity less than 660 cm3, 10.5 l/100km for mediumduty trucks (1.7 to 2.5 tonnes GVW)). Switzerland: From 1 March 1995 vehicles with compression ignition engines are also subject to emission checks in operation, each second year (once in four years for vehicles with max. speed  30 km/h); for vehicles with positive ignition engines the period for emission checks was also extended to two years. As from 1 October 1995 the EU Directives, respectively ECE Regulations, will be applied for road vehicle emissions. OTHER BUSINESS (a)Regulation No. 40 Corrigendum (Emissions of motorcycles) Documentation: TRANS/WP.29/GRPE/R.253. 53.The information on a conflicting requirement in the Regulation was recalled (TRANS/WP.29/GRPE/29, para. 44). In the consideration of the proposal to delete a reference to "unburnt hydrocarbons", several experts requested more time to check if the need would continue to measure the HCemission in order to check the engine setting or simply for information. The expert from the European Union agreed to check the corresponding part of the Directive. It was agreed to resume the consideration of the matter at the next session and approve the deletion of the abovementioned words if redundant. (b)XInternational legal instruments on the protection of the environment inthe field of transport# 54.The secretariat confirmed that no comments to the document distributed during the last session (TRANS/WP.29/GRPE/29, para. 45) were received and only minor errors were discovered to be corrected (Regulation No. 83, 02 series of( |,})}) amendments, the document reference should read TRANS/WP.29/419). The secretariat agreed to distribute an update of the document, when appropriate. (c)Alternative fuels for internal combustion engines Documentation: Informal documents Nos. 4 and 22 of the annex to this report. 55.The expert from CONCAWE explained the reasons which delayed his presentation of the report (informal document No. 4) to the Meeting of Experts. He reviewed its main sections and drew the attention of the Meeting of Experts to important conclusions, comparing advantages and disadvantages of various alternative fuels. Copies of the transparencies used during the presentation were distributed (informal document No. 22). 56.In the following exchange of views, the conclusions of the report by CONCAWE were discussed and potential benefits of alternative fuels evaluated, particularly with respect to emissions of pollutants. The Chairman of the Meeting of Experts thanked the expert from CONCAWE for the substantial contribution in exploring the potentials of alternative fuels, including natural gas and LPG which were currently under consideration for incorporation into the relevant ECE Regulations. It was agreed to resume the discussion on alternative fuels at the next session and all the experts were invited to contribute any related information. The expert from the Russian Federation indicated his intention to prepare a paper on the prospects for adaptation of Regulations to alternative fuel powered engines and vehicles. (d)European Federation for Transport and the Environment Rating of Cars Documentation: Informal document No. 1 of the annex to this report. 57.The information received from the Federation (T & E) was noted by the Meeting of Experts with interest, particularly with respect to the used methodology of rating and its comparison with type approval results. The attached list of T & E publications was considered to be a useful source of information for the activities related to transport and the environment. (e)XVisible pollutants by c.i. engines # Development of a harmonized measurement procedure Documentation: Informal document No. 12 of the annex to this report. 58.The expert from ISO introduced the proposal for smoke testing of nonroad mobile machinery, consisting of a transient (TSP) and freeacceleration (FAS) tests and intended for introduction into ISO8178 on which Regulation No. 96 was based. The Meeting of Experts agreed to follow the development and suggested that a proposal regarding Regulation No. 96 should be presented for consideration after the work by ISO TC 70 was concluded. % |,})}) (f)Association of European Manufacturers of Internal Combustion Engines EUROMOT Documentation: Informal document No. 14 of the annex to this report. 59.The information that EUROMOT was granted the consultative status to ECOSOC was noted with satisfaction (TRANS/WP29/468, para. 13).
