The information was noted and the consideration of the above indicated agenda item was deferred to the next session. (b)PPInspection of vehicles in use Documentation: Informal documents Nos. 13, 15 and 15a of the annex to this report. 44.PPThe expert from Sweden distributed informal document No. 13 containing the written version of his presentation given during the twentyseventh session (TRANS/WP.29/GRPE/28, para. 30), and during the discussion gave additional details on the inspection experience and results. 45.PPThe expert from Finland presented two papers (informal documents Nos. 15 and 15a) demonstrating the importance of periodical maintenance and inspections on vehicle fleet emissions on the basis of results of the Finnish inuse control programme, which was started on 1 January 1993. He indicated how the test programme had been set, reviewed the first year development of failure rates for different pollutants and the positive response received from the public and the motorists. He also informed the Meeting of Experts that mandatory inspections will be introduced for dieselpowered vehicles starting from 1 January 1995. 46.PPIn the exchange of views, the expert from the United Kingdom confirmed that the results achieved in Finland broadly match with those in his country. He indicated that estimates were made that 10 per cent of vehicle fleet causes 15 to 25 per cent CO and HC pollution. Differing experience were noted with the method of remote sensing of exhaust emissions, tested in several countries and in the European Commission's project. 47.PPThe Meeting of Experts acknowledged the work presented and its positive contribution to reducing the total emissions. It was agreed that the consideration of this item shall be resumed at the next session, including the infrared method for remote sensing of exhaust emissions. $ {,)) (c)PPDraft Regulation on the emissions of agricultural and forestry tractors Documentation: TRANS/WP.29/395, TRANS/WP.29/GRPE/R.235. 48.PPThe Meeting of Experts was informed by the secretariat, that document TRANS/WP.29/395 had not yet been issued, awaiting the French version, and that it shall contain the text of the draft Regulation (TRANS/SC.1/WP.29/R.637), as it had been adopted by the Working Party at its onehundredand second session (TRANS/WP.29/394, paras. 62 and 63). 49.PPA general positive opinion (also by the expert from the European Commission) was noted on the proposal (TRANS/WP.29/GRPE/R.235) to exempt the engines/tractors approved to Regulation No. 49 (or Directive 88/77/EEC) from the new draft Regulation on the emissions of tractors. With respect to the second part of the proposal by the expert from the Czech Republic (location of the particulate sampling probe), the Meeting of Experts invited the laboratory experts to examine the proposed amendment for the consideration at the next session. 50.PPThe expert from the European Commission informed the Meeting of Experts that in his preparatory work on the Directive, based on the draft Regulation on agricultural tractors, some minor items requiring correction were noted, in addition to amendments which might be caused by the difference of draft ISO/DIS 8178 from its final version. The Meeting of Experts considered the matter and requested the secretariat to incorporate in the document the necessary corrections only. With respect to the amendments relevant to modifications of the ISO standard, the agreement was made to consider the matter at a later stage as a harmonization with the new Directive. The expert from ISO confirmed that final version of standard ISO 8178 was still under preparation. (d)PPRegulation No. 67 (Equipment for liquefied petroleum gases) Documentation: Informal document No. 3 of the annex to this report. 51.PPThe expert from Poland explained that the proposal given in his document was aimed to specify more precisely the pressure tank burst test in the Regulation, and that the value of pressure rise given is a tentative one and might further be discussed. After a first exchange of views on the proposal, the experts were invited to verify the procedure and the Meeting of Experts agreed to resume its consideration at the next session.
