He confirmed that the Meeting of Experts on Noise should provide the technical assistance in this work, but he regretted that no details were yet known and ameeting of the ERGANOISE 3 group remained to be convened. TYREROAD NOISE MEASUREMENT Documentation: TRANS/WP.29/GRB/R.129; TRANS/WP.29/GRB/R.133; informal documents Nos. 5 and 6 of the annex to this report.  r5 4.bbReferring to his information regarding the work of ERGANOISE 3 group (para. 3 above), the Chairman regretted that there had been no meeting of this group and he had therefore been unable to report the positions which had been taken by the Meeting of Experts (TRANS/WP.29/GRB/21, para. 7).  r5 5.bbThe expert from the Netherlands gave a presentation of the results of a study which had estimated the effects of tyre noise limits on traffic noise (informal document No. 5). The study had considered noise levels measured for a wide range of cars and trucks and had taken into account the types of tyres marketed in the Netherlands, as well as the distribution of road surfaces in this country. Two scenarios of tyre noise limitation were used a single limit, or tyre width dependent limit for car tyres and type dependent limit for truck tyres. It had been concluded that regulation of tyre noise based on a single limit would have almost no effect on traffic noise and the latter scenario could give 0.6 dB noise reduction if 20 per cent of both car and truck tyres were removed from the market. To achieve 2.7 dB traffic noise reduction it would be necessary to remove from the market about 90 per cent of the existing tyres. He indicated that the results were influenced by a large percentage of porous asphalt road surfaces in his country (almost 75 per cent), and that the general conclusions would be similar for other countries in Europe with a slightly higher noise reduction because of prevailing smooth asphalt road surfaces.  r5 6.bbTo give an overview, the expert from the Netherlands distributed informal document No. 6, containing the executive summary of the study which had covered the development of road traffic noise perception and its assessment for the last twentyfive years. In this study the tyreroad noise had clearly been identified as a remaining area for action.  r5`" 7.bbIn the following exchange of views, various aspects of the tyreroad noise reduction were discussed, including the question of retreaded tyres. Itwas agreed that only the complex solution of the interaction of tyre road vehicle could give substantial results and that a standardized measuring method was needed to measure the noise nuisance. In this respect the expert from the Netherlands informed the Meeting of Experts of the work of ISO: '+((Ԍ r5 (i)7bbISO/TC43/SC1/WG33: Measuring method for comparing traffic noise on different road surfaces;#b  r5 (ii)7bbISO/TC43/SC1/WG38: Procedure for measuring sound absorption properties of road surfaces Insitu method;#b  r5  (ii)7bbISO/TC43/SC1/WG39: Measurement of pavement surface macrotexture depth using a profiling method. #b  r5x 8.bbBy a clear majority the opinion prevailed that any future limitation of tyre noise should be incorporated into Regulations Nos. 30 and 54. There was a support registered for the coastby measurement procedure (TRANS/WP.29/GRB/R.129). However, a need was identified for further investigation in order to estimate the influence on noise of the vehicle used for the measurement. In this connection the trailer method and/or a standardized vehicle method were again recalled, but there was no information of any ongoing research in this matter.  r5 9.bbBased on the above reported deliberations, the expert from Germany agreed to prepare for consideration at the next session proposals for draft amendments to Regulations Nos. 30 and 54, addressing tyre noise limitation and based on the former proposals by ETRTO and France (TRANS/SC1/WP29/GRB/R.115 and Add.1; TRANS/WP.29/GRB/R.129; TRANS/WP.29/GRB/R.133). AMENDMENTS TO NOISE REGULATIONS  r5 (a)bbRegulation No. 9 (Noise of threewheeled vehicles) Documentation: TRANS/WP.29/GRB/R.119/Rev.1.  r5 10.bbThe document was introduced by the expert from Spain who noted that, compared with the original proposal, the limits and the method of measurement had been modified and the specifications of ISO 10 844:1994 test surface incorporated. He also mentioned that this had been based on a proposal approved by the European Commission and was awaiting now the second reading in the European Parliament. He confirmed that the date of the motorcycle framework Directive of which the proposal should be an integral part still stands at1January 1997. He also mentioned that the same situation applied to the proposals he had prepared for Regulations Nos. 63 and 92 (see paras. 12 and13below).  r5x 11.bb Taking into account that at the current session document TRANS/WP.29/GRB/R.119/Rev.1 was only available in French as well as the state of progress in the European Union (see para. 10 above) and the interest for aligning the Regulation with the future Directive, the Meeting of Experts agreed to defer the consideration of this item to the next session. The revised version of the proposal for definition by IMMA (TRANS/WP.29/GRB/R.126/Rev.1) was noted, but not discussed in detail. AMENDMENTS TO REGULATION No. 51 (Noise of M and N categories of vehicles) Documentation: TRANS/WP.29/GRB/R.137.  r5 14.bbThe proposal by the expert from the Czech Republic opened a discussion of the item which had been adopted as a part of the 02 series of amendments to Regulation No. 51. To resolve the matter of marking, which was felt to be unnecessary, the Meeting of Experts agreed to delete the respective paragraph. As a result, the proposal of document TRANS/WP.29/GRB/R.137 was modified as indicated below and adopted in that form. The Meeting of Experts agreed to transmit it to the Working Party and to the Administrative Committee AC.1 for consideration at its third session (June 1996) as a draft Corrigendum 1 to the 02 series of amendments to the Regulation. "Regulation No. 51, 02 series of amendments, paragraph 4.1.3., should be deleted." The secretariat informed the Meeting of Experts about the consideration of the same proposals (documents TRANS/WP.29/GRPE/R.255/Rev.1 and Add.1 and TRANS/WP.29/GRPE/R.266 TRANS/WP.29/GRB/R.136, and informal documents Nos. 1, 2 and 4) by the Meeting'+(( of Experts on Pollution and Energy at its thirtyfirst session (TRANS/WP.29/GRPE/31, paras. 1422).  r5X 16.bbResuming the discussion, the expert from Italy drew the attention of the Meeting of Experts to document TRANS/WP.29/GRPE/R.256 in which the conditions for introducing environmental requirements into the 1971 European Agreement, supplementing the 1968 Vienna Convention had been explained and a convenient solution outlined (TRANS/WP.29/GRB/21, para. 20).  r5 17.bbResulting from a general exchange of views, experts from seven countries supported the proposal of document TRANS/WP.29/GRPE/R.255/Rev.1/Add.1, giving an alternative for a particular section (paragraph 30) of document TRANS/WP.29/GRPE/R.255/Rev.1 and following the philosophy of the original proposal by ECMT (TRANS/R.396, see TRANS/WP.29/GRB/21, para. 20). There were, however, six abstentions (Netherlands, United Kingdom, Switzerland, Spain, Slovakia, Japan) which made the majority view less convincing than had been experienced during the thirtyfirst session of the Meeting of Experts on Pollution and Energy. The secretariat noted that, based on that majority view, the expert from Poland had been invited to develop the proposal (TRANS/WP.29/GRPE/31, para. 14) and that it should be available for distribution also to the Meeting of Experts on Noise at its twentyfifth session under document symbol TRANS/WP.29/GRPE/R.255/Rev.2.  r5 (b)bbPeriodic inspections of vehicles in international operations Documentation: TRANS/WP.29/GRPE/R.262 TRANS/WP.29/GRB/R.135; informal document No. 3 of the annex to this report.  r5 18.bbThe expert from Germany gave a presentation explaining the proposal for a new draft legal instrument establishing roadworthiness tests of motor vehicles and their trailers and a reciprocal recognition of the test certificates in the international traffic (TRANS/WP.29/GRPE/R.262TRANS/WP.29/GRB/R.135). He also gave the reasons for the complex approach used, encompassing not only commercial but also passenger vehicles and justified that safety requirements should complement the environmental requirements already listed in the document.  r5 19.bbThe secretariat reported that the abovementioned proposal by Germany, based on the EU Directive 77/143/EEC and on the Recommendation 2.9. of the Consolidated Resolution on Road Traffic R.E.1 (TRANS/SC.1/294/Rev.4, para.2.9. and annex 2), had in principle been supported by the Meeting of Experts on Pollution and Energy during its thirtyfirst session and Germany had been invited to continue its development (TRANS/WP.29/GRPE/31, paras.23-25).  r5(# 20.bbIn a general exchange of views, the expert from IMMA raised the question of differences in national minimum inspection requirements and of the availability of data on which the roadworthiness of a vehicle could be assessed. Some technical questions were also discussed related to visual inspections which check the integrity and composition of the noise reduction systems. The expert from the Czech Republic requested that the introduction of environmental requirements into the 1971 European Agreement and the'+(( application of periodic inspection requirements should be developed in a harmonized manner and suggested that a label might conveniently supplement or replace the technical inspection certificate (informal document No. 3).  r5  21.bbThe comments were noted by the expert from Germany, who agreed to take them into account in developing the proposal (see para. 20 above). The Meeting of Experts agreed to resume its consideration of this item at the next session. DEFINITION OF TESTING PROVISIONS IN NOISE REGULATIONS Documentation: TRANS/WP.29/GRB/R.125/Rev.1; (TRANS/WP.29/GRB/R.132).  r5 22.bbThe expert from the Czech Republic recalled that the proposal had been intended to harmonize the testing provisions in the respective Regulations at the time when the discussion had still been under way regarding the test site specifications. He stated that, by the introduction of the ISO10844:1994 test track description into Regulation No. 51 in its 02 series of amendments,  r5 the matter had been solved and the respective part of the proposal should be""Y modified and focused primarily on the harmonization of terminology. Relevant to the subject, it was noted by the Meeting of Experts that the ISO 10844:1994 test track descriptions were already part of the amendments proposed to Regulations Nos. 9 and 63 (see paras. 1012 above).  r5 23.bbAfter a short consideration of the matter, the Chairman suggested that any supplementing comments should be communicated directly to the expert from the Czech Republic and invited him to modify the proposal accordingly for consideration at the next session.
