The data sheet attached as Annex 1 of this paper shows that this substance does not meet the definition of any Class or Division of dangerous goods. On this basis, it is recommended that the entry for 2Bromo2nitropropane1,3diol be deleted from Chapter 2 of the Recommendations. 2. The Committee will recall that Bronopol was included in the Recommendations as a Division 6.1 substance as a result of discussions on document ST/SG/AC.10/C.3/R.114 (United Kingdom). Test data submitted in /R.114 and discussed extensively at the third session of the SubCommittee (July, 1990) led to the conclusion that Bronopol should not be classified in Class 1 or Division 4.1. The substance was classified as a Division 6.1 substance on the basis of data provided at the meeting. As shown in Annex 1, more recent toxicity data indicates that this substance does not meet the criteria of Division 6.1. 3. The new document, /R.448, provides no additional information demonstrating that the Committee's 1990 decision to not regard Bronopol as a Division 4.1 substance was incorrect. The suggestion in /R.448 that Bronopol meets the description of a "substance related to selfreactive substances" as given in 14.2.2.1.2 of the Recommendations is inaccurate. Bronopol does not have properties of "selfreactive substances" as described in Paragraph 14.2.2.2. Unlike selfreactive substances, Bronopol is stable at temperatures significantly higher than temperatures that may be encountered in transport (SADT between 105 to 110oC versus an upper limit of 75oC for self reactive substances). Therefore, it should be concluded that Bronopol is not a "substance related to selfreactive substances". GE.94 a:\STR495()))bbԌ4 bN  +# ST/SG/AC.10/R.495 page 2 4. The Committee should also reconsider the assignment of Special Provision 246 to Bronopol. This provision limits the packagings that may be used to those described in packing method OP6B. The application of this requirement implies that the substance may have explosive properties when confined in certain packagings. The decision to apply this requirement was not based on test data. Furthermore, when this substance was subjected to a heating under confinement in accordance with test series 2(b)(i), it was demonstrated as being too thermally insensitive to be considered as explosive. If a substance, tested under confinement, does not meet the definition of an explosive, how can it be liable, in certain packages, to meet the criteria for an explosive substance? Proposal 5. It is proposed that the entry 2Bromo2nitropropane1,3diol, UN 3241, be deleted from Chapter 2 and the Index.
