AfterstudyingthecommentsfromtheGovernmentsofAustria,Bulgaria x andSlovakia(TRANS/SC.3/WP.3/1999/5)andtheopinionsoftheexpertsoftheCCNRworkinggroup(TRANS/SC.3/WP.3/1998/8)concerningtheRussiandraftrecommendationsonminimumnavigabilityandmanoeuvrabilityrequirementsforinlandnavigationvesselsandcommentsthereon(TRANS/WP.3/R.109),andbearinginmindcommentsmadeonthatdocument,theRussianFederationsubmitsherewithdraftrecommendationstakingintoaccounttheopinionsofthepartiesparticipatingintheelaborationofresolutionNo.17.2.  Itdoessointhebeliefthatthesubstantialdifferencesbetween n   navigationconditionsinwaterwaybasinsmaketheintroductionofuniformrequirementsforthemanoeuvrabilityofvessels/convoysunacceptable.Accordingly,theRussianFederationconsidersitadvisablethat,whilethereshouldbeuniformmanoeuvrabilitycriteriaforvessels/convoysinallwaterwaybasins,itshouldbelefttothelocalauthoritiestosetthenumericalvaluesofindividualminimumrequirementsinthelightofnavigationconditionsinparticularbasins.3.  TheRussianFederationconsidersthattheminimumrequirementswhose dx numericalvalueslocalauthoritiesshouldbegivencompetencetosetmightincludethefollowing:  Maximumandminimumspeedsofvessels/convoys;  Stoppingdistanceofavessel/convoy;0  Permissibleangleofdriftwhenavessel/convoyisunderwayinwind,andthewindspeedtobeusedforcalculatingthis. ## 4.  TheRussianFederationconsidersitinadvisabletouseintheannexto  resolutionNo.17thediscretemethodsforassessingvessels'manoeuvrabilitycharacteristicsthatareemployedinCCNRDirectivesNos.1and2.Thereasonisthatthosemethodsareinadequatelysubstantiatedonpointsthatincludethefollowing:0  ThemethodforsimultaneousassessmentofsteadinessoncourseandϜturnVVWMWeasingcapacity,whicharetwofundamentallydifferentphysicalprocesses; ## 0  Themethodforrecalculatingthemanoeuvrabilitycharacteristicsofvessels/convoysonchangingfromnonstandardtostandarddisplacement; ## 0  Themethodforrecalculatingavessel'sstoppingdistanceonchangingfromnavigationinrunningwatertonavigationinstillwater. ## 5.  InviewoftheCCNRworkinggroup'sobjectiontothemethodsweproposed F)Z$/ indocumentTRANS/SC.3/WP.3/R.109,theRussianFederationconsidersitadvisable,ashasalreadybeenstatedmorethanonce,nottoincludetheCCNRDirectivesinYXRXYZrZ[R[esolutionNo.17untilamutuallysatisfactorycompromisehasbeenreachedonthisissue,ortoplacethedirectiveswithinthesolecompetenceofthebasinAdministration. $-8(4 Ї  DRAFTRECOMMENDATIONSONMINIMUMNAVIGABILITYANDMANOEUVRABILITYREQUIREMENTSFORINLANDNAVIGATIONVESSELSCHAPTER1INTRODUCTION  ̜1._1_  Thenavigabilityandmanoeuvrabilityofvesselsaredeterminedbytheir V j technicalcharacteristics(e.g.dimensions,shapeofhull,engineinstallations,rudders,steeringgear,degreeofloading,trim).1.2  Vesselsmustbecapableofkeepingcourseandofchangingitunder n   controlledconditions.Theymustalsobeabletocarryoutinasafewaysomespecialmanoeuvreslikestoppingandgoingasternwithouthinderingthepossibilitiesoftheothertraffic.Inordertoachieveaminimumsafetyleveloninlandwaterways,allvesselsandconvoysshouldpresentaminimumnavigabilityandmanoeuvrabilityperformance.1.3  Thelocalauthoritiesshalldeterminewhatnavigabilityand   manoeuvrabilityperformanceisrequiredandwhichdimensionsofvesselsandconvoysareadmissibleontheirwaterways.1.4  Thenavigabilityandmanoeuvrabilityofvesselsandconvoysshallbe  verifiedbyagreedtestsofvessels.  CHAPTER2GENERALPROVISIONS  ̜`2.`1a.a  PURPOSEANDSCOPE Zn   ThepurposeoftheseRecommendationsistodefinethemanoeuvrabilitycharacteristicsofvessels/convoystowhichrequirementsshallapply,aswellasmethodsfortheirnumericalassessment,andtheminimumrequirementsforcharacteristicsthatarecommontoallwaterwayswithregardtoothercharacteristics,theminimumrequirementsforthemanoeuvrabilityofvessels/convoysshallbeestablishedbythelocalauthorities.  Theresultsofthedescriptionofthemanoeuvrabilityperformanceofthevesselshouldbepresentedintheformofa Tableofthevessel's #*' manoeuvrabilitycharacteristics,thepresenceofwhichonboardthevessel #( shouldbeaconditionforallowingthevesseltonavigate.2.2  TERMSANDDEFINITIONS .&B!+   ThetermsusedintheseRecommendationsarefullyinaccordancewiththedefinitionsoftermscontainedintheEuropeanCodeforInlandWaterways(CEVNI)adoptedbytheUnitedNationsEconomicCommissionforEurope(TRANS/SC.3/115). $-8(4 2.3  RELATIONTODOCUMENTSINFORCEANDTOCEVNI    TheprovisionsoftheseRecommendationsarefullyinaccordancewithCEVNIandwiththeRecommendationsonTechnicalRequirementsforInlandNavigationVessels(annextoresolutionNo.17revised(TRANS/SC.3/104andAdds.13)).Thetermsarebasedontheprovisionsoftheabove\M\mentionedinstrumentsandareintendedtopromotetheiruniformapplication.  CHAPTER3MINIMUMMANOEUVRABILITYREQUIREMENTS    Thischapterdescribesinanumberofteststheminimummanoeuvrabilityrequirementsforvesselsandconvoys.  Inthecaseofconvoyscomposedofe.g.severalvesselsorapushboatwithoneormorebargesthemanoeuvrabilityrequirementsapplytotheconvoyasawhole.  Thetestareashouldmeettheminimumrequirementssetoutinchapter4,andthetestresultsshouldbecorrectedfortestconditions.3.1  STRAIGHTCOURSE    Thevessel/convoymustbeabletokeepachosenstraightcourse.Thefrequencywithwhichthehelmisputoverinordertokeepthevessel/convoyoncoursemustnotbemorethanfivetimesaminute.  Foremptycargovessels/convoys,passengervesselsandallshipswithahighpiledupcargo,e.g.containers,calculationsmustbemadeofnavigationunderwindconditionsinordertodeterminethevessel's/convoy'sabilitytomaintaincourse.Fornavigationonastraightcoursewithasidewind,thecalculatedangleofdriftofvessels/convoysshouldnotexceedavaluesetbythelocalauthoritiesonthebasisofthedimensionsofwaterwaysinthebasinconcernedandofthoseauthorities'regulationwindspeed.3.2  SPEEDWHILEGOINGAHEAD  $   Avessel/convoymustbeabletodevelopandmaintainmaximumandminimumspeedsrelativetothewaterthevaluesofwhicharesetbythelocalauthoritiesonthebasisofconditionsinthebasinconcerned.3.3  CHANGEOFCOURSE h%| *   Vesselswiththeinitialspeedmentionedinparagraph3.2andthemaximumrudderanglemustbeabletomakeachangeofcourseofatleast10o '"- withinatimeof30s.Duringthischangeofcourse]of]thevessel/convoy^s^shallreachanangularspeedofturnofatleast30o/min.Then,inthenext60s, F)Z$/ thevessel/convoyshouldbeabletoreturntoitsoriginalcourse.  Forconvoysexceeding110minlength,thechangeofcourseduringthefirst30sshallbeatleast5o,andthereturntotheoriginalcoursemustbe ^,r'3 achievedwithinthenext90s. $-8(4 Ї  Theangleofovershootofthevessel/convoyafterthehelmhasbeenputoverforeasingshallnotexceed20oduringthesetests.  3.4  STOPPING >R   Vessels/convoysmustbesufficientlypowerfultostopfrommaximumspeedwithinaminimumdistancesetbythelocalauthoritiesforthebasinconcerned.  Stoppingmeansstoppingrelativetothewater.Stoppingtestsshouldbecarriedoutindeepstillwater.Iftheyarecarriedoutinrunningwater,thestoppingdistancemeasuredrelativetothebankshallbecorrectedtoallowforthespeedofthecurrent.  Duringthestoppingmanoeuvre,thevessel/convoyshallremainsufficientlymanoeuvrableanditscoursesufficientlysteady.3.5  TURNING &    Theturningcapacityofavessel/convoyshallbeassessedbydeterminingthediameterofthecirclemeasuredfromthecentreofgravityofthevessel/convoythatthevessel/convoydescribeswiththemaximumrudderangle.  Thediameterofthecirclemeasuredfromthecentreofgravityofthevessel/convoyshallnotexceed:  Forsinglevessels2vessellengths  Forconvoys3vessellengths.  Thediameterofthecirclemaybedetermined:  Bymakingthecirclewiththemaximumrudderangleandatthemaximumspeedreferredtoinparagraph3.2.Ifthismanoeuvreiscarriedoutinrunningwater,thediameterofthecircleshallbetakenasthedistancebetweentheextremepointsofthetrajectoryofthevessel's/convoy'scentreofgravitymeasuredperpendicularlytothecurrent;  Bycausingthevessel/convoytoenteraturnunderthesameconditionswiththemaximumrudderangleandbyeasingtheturnbyreversingtherudderassoonasthevessel/convoydeviatesfromitsoriginalcoursebyanangleequaltotherudderangle.  Inthiscase,thediameterofthecircleshallbeapproximatelydefinedas:  D=50Vo@..@..(1) (#.       3     rWhere  Voisthespeedofthevessel/convoyonitsoriginalcourse,inm/s *%1   risthespeedofthevessel/convoyatthemomentofeasingoftheturnindegrees/s. $-8(4 Ї3.6  GOINGASTERN    Avessel/convoymusthaveadequatemanoeuvrabilitywhilegoingastern,i.e.itmustbecapableofmovinginthedesireddirectionbothwhenmanoeuvringtostopandwhenprolongedmovementasternisrequiredforreasonsofnavigation.  Whenthestoppingtestiscarriedoutinaccordancewithparagraph3.4aboveonstillwater,anadditionalgoingasternmanoeuvreisrequiredinordertodeterminethevessel's/convoy'sabilitytomaintaincoursewhilegoingastern.  CHAPTER4TESTAREA    Thetestareashallbesituatedonastraightsectionofadequatelengthandbreadth.Thespeedofthecurrentshallbeaslowaspossible,notexceeding1.5m/sontheaverage.Thewatershallbeasdeepaspossible.Thedesirabledepthofthewaterfortestingisthreeormoretimesthedraughtofthevessel.  CHAPTER5REQUIREMENTSFORTHEVESSELORCONVOYDURINGTHETESTS  5.1  DEGREEOFLOADING    Duringmanoeuvrabilitytests,cargocarryingvesselsandconvoysshallbeloadedtoatleast70%oftheirdeadweightandthecargoshallbedistributedinsuchawayastoensureahorizontaltrimasfaraspossible.  Ifavessel/convoycanonlycomplywiththeminimumrequirementsoftheseRecommendationswhenloadedlessthantheprescribed70%,itmustbeexplicitlynotedinthetestreportatwhatmaximumloadingtheminimumrequirementsaremet.  Wheneveritcanbeexpectedthatspecificloadingconditionslessthan70%willbedecisiveforthenavigabilityandthemanoeuvrabilityofthevessel/convoy,thetests,ortheaffectedpartofthetests,shallbecarriedoutunderthosespecificloadingconditions.  CHAPTER6    TESTREPORT    TheresultsofeachtestandthecircumstancesduringthetestshallbereportedforcertificationpurposesaswellasforresearchpurposesinordertocometoanevaluationoftheminimumrequirementsgivenintheseRecommendations.Theyshallalsobeavailableforusebythecrewandrecordedinthe Tableofthevessel'smanoeuvrabilitycharacteristics. +&2 @vv)pMMMMMUK.,US.,
