Finally,hereportedthattheenginefamilyconcepthadnotbeenincluded @!T% inthedraftandaskedtheMeetingofExpertstoconsiderthismatter.AsimilarproposalhadbeensubmittedbytheadhocgrouptotheEuropeanCommission.7.  TheMeetingofExpertscongratulatedtheadhocgrouponcompletionofits P$d) workontherevisionoftechnicalannexesofRegulationNo.49assetoutininformaldocumentNo.7andagreedtoholdadetaileddiscussionoftheadhocgroupproposalatitsthirtyfourthsession.TothispurposetheMeetingdecidedtoinviteexpertsparticipatinginitsworktosubmittothesecretariat,ifpossible,by15March1997theircommentsandproposalsregardinginformaldocumentNo.7.ItwasfeltthatthisinformaldocumentshouldremaintobeusedasaworkingdocumentandtheexpertswereinvitedtoretaintheircopiesforconsiderationatthenextsessionoftheMeetingofExperts. p*%1 c  Wb  oO  c  8.  TheMeetingagreedthatthequestionofemissionlimitvaluesshouldbe  dealtwithatapoliticallevel(bothwithinUN/ECEandEuropeanUnion)whilethegasenginesemissionsshouldbetakenupbyWP.29/GRPEasitsnextstep.9.  TheexpertfromFrancereservedthepositionofhisGovernmentregarding  thedraftrevisionpreparedbytheadhocgroup,beingoftheopinionthatforthetimebeingtherewasnoneedforthetestproceduretobecarriedoutwiththeuseoftwodifferenttestcycles.Inhisopinionthiscomplicationdidnotprovideanytangiblebenefitsforthereductionofemissionsofcompressionignitionengines.10.  TheMeetingofExpertscontinuedthediscussiononpossibleworldwide X l  harmonizationofaheavydutyengineemissiontestcycleonthebasisofinformaldocumentNo.4submittedbyOICA.11.  Averylargenumberofexpertsspokeinfavourofthedevelopmentofa h|  worldwideharmonizedemissiontestcycle.Itwaspointedoutthatsuchacycleshouldprovideforreductionofnegativeimpactsofheavydutyengineemissionsontheenvironmentandhealth,andreflectrealdrivingpatternsofvehiclesinuse.12. AnexpertfromOICAinformedWP.29/GRPEoftheviewofthesmalladhoc  groupofexpertsongaseousfuelssetupatthethirtyfirstsession(TRANS/WP.29/GRPE/31,paras.32and33)thatitwasofprimaryimportancetofindsuchasolutionregardingtestprocedureforheavydutyvehiclesequippedwithgasengineswhichwouldencouragetheirpromotionandwiderusebecauseoftheirrelativelyhighenvironmentalperformance.16.  OneexpertfromtheEuropeanCommissionexpressedhissupporttothe H \ proposaloftheDutchexpertsuggesting,however,thatinordertoensurethatafullrangeofflexibilityneededfromtheenginemanagementsystembetested,therangeofreferencenaturalgasescouldbeextendedfromG25toG21asindicatedininformaldocumentNo.11submittedbytheEC. TheexpertfromPolandnotedthatTRANS/WP.29/GRPE/R.275didnotprovide   forthecoverageofthewholerangeofLPGavailableintheEuropeanmarketand,inparticular, inPolandwheretheshareofpropaneinLPGconstitutesonly25% h|  30%.HesuggestedthateithertherangeofreferenceLPGfuelsshouldbeextendedoraprovisionbeintroducedintothedraftallowingfutureContractingPartiesnottorecognizeengineapprovalsiftheydonotcovergaseousfuelsavailableintheircountries. HealsonotedthatthereferenceNGfuelsproposedbythe x NetherlandsonlycoveredtheleanrangeofG20G25fuelswiththeairexcessratio=1.01.16andignoredtherichsidefuelshavingagreateremission  impact.Inhisopinion,referenceNGfuelsshouldprovideforcoverageofanairexcessratio=0.831.2.  18.  TheexpertfromFranceintroducedinformaldocumentNo.13andexpresseda $ viewthattheapproachtakeninTRANS/WP.29/GRPE/R.275couldbesimplified.Hesuggestedthatapossibilitybestudiedwithaviewtoaligningthephilosophiesofthetwopapers.19.  TheexpertfromtheUnitedKingdomsuggestedthatthetestprocedurefor  gaseousenginesofheavydutyvehiclesshouldbelimitedtotheFIGEtestcycleonly.TherepresentativeofECsharedthisviewbutfeltthatthedecisionshouldbepostponeduntilcorrelationdataontheFIGE/OICAcyclewereavailable.ThisproposalbytheUnitedKingdomwasnotacceptabletothedelegationoftheRussianFederation.20. Themeasuresrelatingtopassengercarsconsistessentiallyofstricter x permissibleemissionlimitsfortheyear2000andofindicativevaluesfortheyear2005basedonthemodifiedEuropeantestcycle,ofimprovedevaporationtestconditions,ofrequirementsaimingattheintroductionofonboarddiagnosticsystems(OBD)andoftheintroductionofprovisionsallowingthecontrolofconformityofvehiclesinusewithextendeddurabilityrequirements.HeinformedtheMeetingofExpertsthatthediscussionsontheseproposalsinthedecisionmakinginstitutionsoftheCommunity,i.e.theCouncilofMinistersandtheEuropeanParliamenthadstarted,butwerestillatanearlystage.31.  Duringthefirsthalfof1997,thispackageofmeasureswouldbecompleted  4 byproposalsrelatingtolightandheavydutyvehiclesandlaterbyaproposalrelatingtoenhancedperiodicinspections.HeofferedtomakerelevantdocumentationinEnglishandFrenchavailabletoexpertswhowishedtogetacquaintedwiththetextofthepackageadoptedbytheCommission.(b)  Reductionsofcarbondioxideemissionsandfuelconsumption # 32. TheexpertfromItalyinformedtheMeetingofExpertsthatbothproposals,  onLPGandCNGequipment,hadbeenpreparedinclosecooperationbetweenhimselfandtheexpertfromtheNetherlandsasfar,inparticular,asthecontainerandsafetyvalvewereconcerned.HesupportedtheproposalassetoutinTRANS/WP.29/GRPE/R.267noting,however,thatconsiderationwascurrentlybeinggiventoincreasingthevalueofthemaximumoperatingpressurefrom25to30barsinordertotakeaccountofpossibleoverpressureintheCNGcontainerunderthesunheating.37.  AnexpertfromGermanydrewtheattentionoftheMeetingofExpertstothe  comparisonbetweentheDutchproposal(TRANS/WP.29/GRPE/R.267)andCENstandards,asreflectedintheAEGPLdocuments(TRANS/WP.29/GRPE/R.276).38.  TheMeetingofExpertswasinformedthatwithintheECtheframework " directiveonECEtyreapproval,withimplicationsonLPGfittedcars,wastocomeintoforcealreadyon1January1998anditwasfeltthereforethatarevisionofRegulationNo.67shouldbecompletedassoonaspossible.39.  ItwasagreedthattheexpertsfromtheNetherlands,ItalyandtheAEGPL "' should,incooperationwithappropriatestandardizationorganizations,considerdocumentTRANS/WP.29/GRPE/R.267andpreparebymidMarch1997atthelatestacorrigendumtoit,whichwouldtakeintoaccount,inparticular,thediscrepanciesidentifiedbyAEGPL.TRANS/WP.29/GRPE/R.267andCorr.1shouldthenbetransmittedtotheWorkingPartyWP.29andtotheAdministrativeCommitteeAC.1forconsiderationatitssixthsession(June1997).TheMeetingofExpertswouldhave,however,apossibilitytocommentonthedraftagainatitsthirtyfourthsession.40.
