OSCE, UNECE to promote
public-private cooperation
in industrial restructuring
Geneva, 1 November 2004 - Pulling
together the energy and creativity of
major social forces to break through to
the horizons of the twenty-first century
economy – this is the challenging
endeavour for countries of eastern, central
and south-east Europe, and the former
USSR, which have embarked on the path
to the market economy. Against the backdrop
of decades-old habits of social antagonism
and mutual mistrust, central and local
governments, private companies, workers’
unions and other civil society actors
have to work together to promote industrial
restructuring and entrepreneurship, assist
thousands of workers in non-viable enterprises
and sectors, maintain employment and incomes
in decaying towns and regions, and ensure
their viability in the future. These burning
issues of industrial restructuring in
transition economies will be discussed
at the Forum on Public-Private Cooperation
in Industrial Restructuring which,
at the invitation of the Kazakh Government,
will take place on 2 and 3 November 2004
in Almaty.
In cooperation with the
Kazakh Government, the Forum is co-organized
by the Organization for Security and Cooperation
in Europe (OSCE), the United Nations Economic
Commission for Europe (UNECE) and the
Russian-based PACC company. It focuses,
in particular, on outstanding problems
of public-private partnership in industrial
restructuring in countries of the former
USSR and south-east Europe. The participants,
representing governments, labour unions,
private sector and academic institutions
from east and west Europe, will reflect
on ways and means of reconciling the interests
and strengthening the cooperation of various
stakeholders in handling the painful issues
of unemployment, income loss, deteriorating
quality of life and regional decay which
have emerged in the course of market transformations.
Best practices and inspiring case studies
of socially-sensitive economic and technological
transformations at enterprise, municipal
and regional levels will be presented
at this gathering. They will be of particular
relevance for single industry towns and
areas in transition countries, where thousands
of people lose jobs and income through
enterprise downsizing and closures.
On the basis of its deliberations,
the Forum will discuss and adopt recommendations
to central, regional and municipal governments
of transition economies. These recommendations
are intended to assist the decision-makers
in enhancing the cooperation of the major
players in industrial restructuring and
improving the business environment for
domestic and foreign investors.
