The UNECE Trans-European North-South
Motorway (TEM) Project
approves new strategic plan
Geneva, 28 August 2001
At its 35th session, recently
held in Trieste, the Steering Committee of the UNECE-sponsored Trans-European
North-South Motorway (TEM) Project adopted a strategy for further integration
of TEM in the new European transport environment and the cooperation with
other fora and related initiatives. This strategy included closer
collaboration with the European Commission with regard to the development of
Pan-European Corridors.
The session, in which representatives from
13 central, eastern and south-eastern European countries participated,
discussed and took important decisions such as the further cooperation with
the WERD (Western European Road Directors) and the strengthening of human
resources of the Warsaw based TEM Project Central Office.
The Steering Committee elected Mr. Marian
Hantak (Slovakia) as the new TEM Project Manager for the period 2002 – 2003.
The Committee was also informed on the
intention of the Italian authorities to launch an International Transport
Center in Trieste for the support of the development of multimodal transport
infrastructure in the region and the Croatian proposal for the development of
the Adriatic – Ionian Corridor, connecting Trieste/Italy (in the north) with
Kalamata/Greece (in the south) via Slovenia, Croatia, Yugoslavia, Albania.
The session welcomed the interest of the
Russian Federation to become member and the possibility for a soon official
application for membership from Slovenia.
The members of the Committee escorted by the
Mr. Cempella, Superintendent of Italian Ministry of Public Works and Mr.
Sammartino, TEM National Co-ordinator of Italy, were received by Mr. P. Ciano,
President of Fruili – Venezia - Guilia Region and Mr. F. Baritussio,
Mayor of Tarviso.
The TEM Project is a sub-regional
cooperation framework established in 1977 under the aegis of the Geneva-based
UNECE by the Governments of the Central, Eastern and South-Eastern European
countries for the development of transport infrastructure, the assistance in
the integration process of transport infrastructure systems and the
facilitation of the international road traffic in Europe.
The Project that is supported by
contributions of 13 member countries, has so far been instrumental in the
establishment and assistance in construction of TEM Network extending in total
23,797 Km, out of which 7,201 Km (28%) are in operation and 1,682 Km
under construction, despite the significant financial difficulties of most
countries in the region.
Following countries are members of the TEM:
Austria, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic,
Georgia, Hungary, Italy, Lithuania, Poland, Romania, Slovakia and Turkey.
Sweden and Ukraine are observers. Slovenia attended also the Trieste meeting.
