E-Government Development in Transition Economies

UNECE Workshop, Budapest, Hungary, 7-8 November 2001

The United Nations Economic Commission for Europe is holding a Workshop on E-Government for transition economies on 7 November 2001 in Budapest, in collaboration with the Office of Governmental Commissioner for IT, Hungary. Officials and experts from all over Europe and the Commonwealth of Independent States will meet to discuss the strategy and framework for further promoting the electronic government in transition economies.

This event will be held in conjunction with the 3rd session of the UNECE "Team of Specialists on Internet Enterprise Development", which will take place on 8 November 2001 at the same venue.

The UNECE E-Government initiative aims to set a strategic direction for the way the public sector of transition economies will transform itself by implementing new administration models which exploit the possibilities of new technology. The Internet is a catalyst for the interface between public administration and citizens as well as businesses with its broad and growing range of applications. The workshop will concentrate on issues of electronic information services within the public administration in transition economies.

The primary objectives of the workshop are to assess national developments in the region compared to the international state of the art and to identify required actions to be undertaken by the public sector in the region. The workshop will focus on the following subjects:

· Strategic orientations and the actual electronic supply of public information by the administration;

· Identification of international best practice cases in terms of transferability to the region;

· Investigation of organizational and technical factors which are critical to successful implementation;

· Development of options for possible pilot projects based on indicators of demand and international experience;

· Identification of the needs for capacity building.

The discussions should not only raise awareness of the current situation but also provide a vision of the vast potential and upcoming opportunities for these countries.
