The Forum was co-organized by the International Labour Organization and the United Nations Economic Commission for Europe on invitation and in cooperation with the Government of the Russian Federation. 

It was attended by 139 representatives of Governments, labour unions, entrepreneurs and academic experts from 15 ECE members States. The discussion at the Regional Forum focused on social and financing problems of restructuring uncompetitive industries in transition economies of European region, and in the CIS countries, in particular. 

The participants tried to identify ways and means of solving social problems emerging in the process of restructuring and develop some practical recommendations to major stakeholders and government bodies dealing with industrial restructuring.
