The aim of the focus of these issues is: for the elaboration of energy strategies and policies to facilitate the societal transition to more sustainable forms of energy development; for the harmonization of legislation, regulatory systems and policies; and for the development and implementation of norms, standards, and labelling and classification systems in the field of energy.

The Committee monitors and coordinates the work of its subsidiary bodies, namely the Working Party on Gas, the Steering Committee of the Energy Efficiency 21 Project, the Ad Hoc Group of Experts on Coal in Sustainable Development and the Ad Hoc Group of Experts on Electric Power. Likewise, the Committee oversees the provision of technical assistance to countries with economies in transition to help implement market-oriented energy policies and market-based energy reforms as well as to promote the development of the energy sector.

A number of Task Forces and Ad Hoc Groups have and are being created as an efficient vehicle to carry out the programme in the field of normatives activities, such as the Task Force on the Implementation of the UN Framework Classification for Reserves/Resources; Ad Hoc Group on the Harmonisation of Terminology of Energy Commodities (petroleum, natural gas, uranium, and coal); and Intergovernmental Task Force on Reforming Energy Prices for Sustainable Energy Development.
