Implementation
At their second meeting, the Parties decided
to assist countries which are setting up or renewing joint bodies
(e.g. river and lake commissions, border commissions) to comply with
the provisions of the Convention related to the activities of joint
bodies, and to strengthen cooperation between the UNECE conventions
related to transboundary waters, industrial accidents, environmental
impact assessment, public participation and long-range transboundary
air pollution. Experience gained in concluding and implementing international
legal instruments on the protection and use of waters will be analysed.
Difficulties encountered when implementing the Convention, arising
from differences in administrative practice, in management and protection
responsibilities or in water use rights in riparian countries will
be also examined. This site is intended to provide basic information
bilateral and multilateral agreements and on joint bodies.
The Guide to implementing the Convention, adopted by the fifth session of the meeting of the Parties (10-12 November 2009), is intended to facilitate compliance with and implementation of the Convention. The Guide offers a comprehensive commentary to the Convention’s provisions, providing explanations of the procedural, legal, administrative, technical and practical aspects of the Convention’s requirements for appropriate implementation. These explanations are coupled with illustrative examples of good practices in the region. Furthermore, Assessment of transboundary waters in the UNECE region provides an authoritative picture of the state of the transboundary waters, and thereby helps to benchmark progress achieved in implementing the Convention.
