Briefly describe your national process to set targets and target dates in accordance with article 6 of the Protocol on Water and Health. Which are the institutions involved, how were the different stakeholders involved and how is coordination ensured? Ministries concerned with tasks on the relevant areas for the Protocol, their professional advisory background institutions and several professional associations are involved through inviting them by the chairman of the Interministerial Committee on Public Health (ICPH) or by the chairman of the Committee on Water and Health (CWH). It is the Committee on Water and Health that ensures the coordination on the working level. What is the approach adopted (e.g. baseline analysis, gap analysis, risk assessment, cost-benefit analysis, etc.) No specific statement can be done on that. All the enumerated tools may be used depending on the target to be set and the level of development to start from. There are cases when none of them are had recourse to, at least of the level of detailed study, but the knowledge of the baseline conditions is always taken into consideration. Is there a clear timetable for the whole process and agreed responsibilities? As usual with other types of tasks a timeline is attached, but there is a possibility to modify deadlines if it is necessary and justified. How is the process of setting targets financed? The process itself has to date no separate financing. In the Terms of Reference for the CWH an undefined expenditure target is foreseen in the budget of the Ministry of Health or the National Office of Public Health Officers. Nevertheless, until now the activities of the CWH have not triggered major expenditures and incidental budgetary needs have been covered from the very budget of the National Institute of Environmental Health (NIEH) which gives the chair and the secretariat. In case the target-setting of any components indicated in Art 6 (2) of the PWH needs substantial separate expenditure, it is understood that the budget is to be allocated by the relevant governmental body together with other components of the task. Further developments of the activitiy of the CWH may however necessitate actions that are dependent of financial means and missing that may significantly hinder progress in target setting. E.g. organizing national meetings for the stakeholders in a broader sense, ordering expert studies or raising the level of public information and involvement are beyond the present capacity of the secretariat. How is the public involved? Newsletters of the Committee are hosted on the website of the NIEH where there is a separate page for the Protocol. Hardcopies of the Newsletter are also planned to distributed on subscription basis. Beyond that the relevant ministries’ websites contain ample information on the developments related to the implementation of the Protocol (though not explicitly mentioning this connection). Please include both information on progress achieved to date as well as future plans. 2. List the targets and target dates set in your country in accordance with article 6 of the Protocol, as well as the indicators that will be used to measure progress. The national targets set in the areas enumerated by the PWH Art 6 (2) have been reported earlier. The presentation is attached with a couple of amendments made by a recent meeting of the Committee on Water and Health. The CWH also decided to resume its working groups’ work to further examine the needs and possibilities to correct the targets according to recent knowledge and requirements. In this context the following should be emphasized. a) Microbiological quality targets for the drinking water are to be set by the end of March 2009 or at the next meeting of the related working group. All other earlier set targets are maintained. b) No specific direct target have been set for the prevention of water related outbreaks. Work on other fields as detailed under the rest of the letters of Art 2 – but first of all a, c, f, g, h, j and k – are understood as strongly contributing to this target area. c) The survey on population without access is done and the Min. of Environment and Waters is engaged in a follow-up work with regard to its outcomes. Further information on the tasks with regard to the progress on this field are due to follow together with a target and target date to be adopted. Negotiations have begun between the Ministry of Environment and the Ministry of Social Affairs on the most feasible ways of a social subsidizing system to implement the human right to water. There are good examples in communities on the solution. d) The earlier set targets are being attained according to the legally imposed timeline, although delays can be expected in some areas because of financial problems. e) A voluntary benchmarking exercise has been organized on the performance of water and sanitation supply services and other pertinent attributes by the national association of the suppliers. The Committee agreed with the representative of the Association that a couple of the indicators will be chosen, recommended for application of a wider range of suppliers and regularly reported for the Committee and the public. Target dates are not yet determined but may be reached by the next meeting of the Committee. f) Developments under the authority of the Water Framework Directive are underway on the preparation of Water management plans. It sets the targets and dates to be followed and the according programme is going on although with some delays. The national water management plan is to be ready by the end of 2009. g) The previously declared targets have been revised by the Committee. Though the principle of not constructing combined sewers in the future is further supported, but it is the water management plan that has the final power as to the actual design. There may be circumstances where combined sewers can also be constructed and a national target on their number or proportion is not feasible to set. Likewise impracticable to maintain a target on transforming existing combined sewers to separated ones. This subject area is under the effect of the national process of water management planning. h) This subject area is under the effect of the national process of water management planning. No unified national discharge limit values or similar indicator-wise management tools can be produced as the water management planning is going on in 42 different water management districts. Measures as to the control of water bodies by sewage discharges are to be reviewed in 2010. i) The targets earlier set has to be revised according to new, stricter regulation of the EU on the protection of the soil. The application of sewage sludge on arable land is a critical issue and it is the Ministry of Agriculture which has power on that. A representative of this ministry who is well informed on this issue is to be ensured for the following sessions of the Committee. The process of target setting is suspended. j) Targets on the protection and pollution control of surface waters serving different human-use related purposes as defined under this letter of paragraph 2 are being set under the effect of the Water Framework Directive and can be reviewed in 2010 for the first time. The bathing water quality is under the authority of a new regulation and targets on this area can be expected before the bathing season 2009. k) The Hungarian Baths Association and the Hungarian Association of Swimming Pools brought forward several targets on the development of pool and spa managament tools and control measures. They have been accepted by the Committee but the proposed dates are to be revised as they depend on the future amendment of some relevant regulations which is out of the scope of the Committee. The representative of the Ministry of Health offered her assistance for promoting the amendment. l) The programme on contaminated land remediation referred to earlier is going on.
