First meeting of the Working Group, 10-11 December 2009, Almaty, Kazakhstan

The first meeting of the Working Group on Institutional and Legal Strengthening and the Development of Aral Sea Basin Programme - 3 took place in Almaty, Kazakhstan, 10-11 December 2009. The meeting was convened by the Executive Committee of the International Fund for saving the Aral Sea (IFAS) and facilitated by the UNECE under the programme on Regional Dialogue and Cooperation on Water Resources Management in Central Asia, financed by the Government of Germany through GTZ in the framework of the Berlin Water Process.
 
The Working Group discussed existing institutional and legal frameworks for transboundary water cooperation and preliminary proposals to improve the efficiency of regional cooperation. Over 60 experts from Central Asian countries and institutions contributed to the analyses prior to the Working Group meeting. Delegations agreed on modalities for the elaboration of ASBP-3, including regular coordination with the donor community and international organisations.

National consultations, February-March 2010

Extensive national consultations have taken place in all Central Asian States in February – March 2010 to discuss the opportunities for strengthening the institutional and legal frameworks for water cooperation in Central Asia as well as to discuss the approaches and modalities for developing the Aral Sea Basin Programme -3.

National consultations with participation of the leadership of the Executive Committee of IFAS and representatives of UNECE and GTZ were organized by the representatives of Member States in the Executive Committee of IFAS and attended by high-level governmental officials from the ministries and agencies responsible for foreign affairs, economy, energy, water, environment, agriculture, transport, emergencies, as well as regional organizations and other stakeholders.

Two background documents were disseminated ahead of the national consultations to facilitate substantive discussion: the Framework Document on the Development of the Third Aral Sea Basin Programme, developed by representatives of Member States in the Executive Committee of IFAS, and the Discussion Paper “Strengthening the Institutional and Legal Frameworks of the International Fund for Saving the Aral Sea: Review and Proposals”, developed by international consultants. These documents were largely commented by governments and representatives of regional organizations during national consultations. Comments and positions of the governments will serve as a starting point for discussions at the second meeting of the Working Group on Institutional and Legal Strengthening and the Development of Aral Sea Basin Programme - 3, scheduled to take place in Almaty, Kazakhstan, 20-21 April 2010.

Donors' Coordination Meeting, 21 May 2010, Almaty, Kazakhstan

The Donors’ Coordination Meeting on May 21, 2010 in Almaty strengthened cooperation between EC IFAS, the community of donors and international organizations active in the region of Central Asia and in the areas of environment and sustainable development and encouraged their participation in the development of ASBP-3. The meeting followed extensive work with donor and international organisations, in particular the Consultative meeting with international organizations and donors on the development of ASBP-3 (Almaty, Kazakhstan, 17 November 2009), the Consultative meeting with international organisations and donors on the development of ASBP-3 (Almaty, 3 February 2010), and the Workshop for representatives of international and donor organizations on the development of ASBP-3 (Almaty, 17 March 2010).
