      <description><![CDATA[The Implementation Committee’s objective is to review compliance by the Parties with their obligations under the Convention on Environmental Impact Assessment in a Transboundary Context with a view to assisting them fully to meet their commitments. In this session, the Committee will consider whether the Government of Ukraine has fulfilled the conditions set by the 4th Meeting of the Parties (May 2008) with regard to the so-called Bystroe Canal Project. If these conditions have not been satisfied, the caution to the Government of Ukraine issued by the Meeting of the Parties will become effective on 31 October 2008. Further, to ensure Parties’ full implementation of the Convention, and as decided by the Meeting of the Parties, the Committee will discuss the nomination and financing of consultants to undertake: (a) an independent review of Ukraine’s legal, administrative and other measures to implement the Convention; and (b) technical assistance in drafting the necessary legislation to support Armenia. The Committee is also expected to identify an outline workplan based on a review of decisions taken by the Meeting of the Parties, and to consider general and specific compliance issues identified in the Review of Implementation of the Convention. The Committee may also examine any other compliance matter of which it may become aware.]]></description>
