Financing Energy Efficiency and Renewable Energy Investments for Climate Change Mitigation is one of the sub-regional projects under the umbrella of the Energy Efficiency 21 Project. The countries participating in the project include Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Kazakhstan, Republic of Moldova, Romania, Russian Federation, Serbia, the former Yugoslav Republic of Macedonia and Ukraine. The project aims at developing investment projects and strengthening capacities for development of energy efficiency; providing assistance to national and municipal authorities to introduce reforms needed to support investment projects; and supporting banks and commercial companies to invest in these projects through professionally managed investment funds.
To assess the investor interest and capacity building needs in participating countries the assessment missions to all of them, except Romania, were conducted in September–November 2008. The current report is based on the results of these assessment missions, as well as on the information provided by the National Coordinators and National Participating Institutions. The report presents energy overview, financial environment, project development and finance capacities, and investor interest of the participating countries, as well as business development course programme to provide necessary capacity building.
«Финансирование инвестиций в области энергоэффективности для смягчения изменения климата» - это один из субрегиональных проектов под эгидой проекта «Энергетическая эффективность 21». К числу стран, участвующих в проекте, относятся Албания, Беларусь, Болгария, Босния и Герцеговина, бывшая югославская Республика Македония, Казахстан, Республика Молдова, Российская Федерация, Румыния, Сербия, Украина и Хорватия. Данный проект направлен на разработку инвестиционных проектов и укрепление потенциала для развития энергоэффективности, предоставление помощи национальным и муниципальным властям в проведении реформ, необходимых для поддержки инвестиционных проектов, и поддержку банков и коммерческих компаний в инвестировании в эти проекты посредством профессионально управляемых инвестиционных фондов.
Для оценки заинтересованности инвесторов и потребностей в наращивании потенциала во всех странах-участницах проекта, кроме Румынии, в период с сентября по ноябрь 2008 года были проведены экспертные миссии. Данный отчёт подготовлен на основе результатов этих экспертных миссий, а также информации, предоставленной национальными координаторами и национальными участвующими учреждениями. В отчёте представлен обзор энергетического сектора, финансовых условий, возможностей по разработке и финансированию проектов и интереса со стороны инвесторов из стран-участниц, а также программа курса по деловому развитию в целях наращивания потенциала. |

In July 2007, the United Nations Economic Commission for Europe (UNECE) Ad Hoc Group of Experts on Harmonization of Fossil Energy and Mineral Resources Terminology charged a special Task Force to prepare a mapping of the 2004 United Nations Framework Classification for Fossil Energy and Mineral Resources (UNFC) with the classification systems of: the Society of Petroleum Engineers/World Petroleum Council/American Association of Petroleum Geologists/Society of Petroleum Evaluation Engineers (SPE-PRMS); the Committee for Mineral Reserves International Reporting Standards (the CRIRSCO Template); and, the Russian Federation. The Task Force’s mandate also included consideration of possible changes to the UNFC that would facilitate the mapping between these systems.
This publication represents the final report of the UNFC Mapping Task Force, however it should be seen as an interim step in an on-going process. In particular, the mapping work was completed in the context of proposed changes to some of the definitions of the UNFC and, as these changes have yet to be adopted, it is therefore provisional in that sense. Further, it is recognised that as more detailed mapping work is undertaken, it may be necessary to make some adjustments to the mapping between systems.
The Mapping Task Force reached several key conclusions and made some specific recommendations for due consideration by the Ad Hoc Group of Experts on Harmonization of Fossil Energy and Mineral Resources Terminology, which are outlined in this publication.

Global energy security risks have increased sharply because of steeply rising oil import demand in developing countries; he narrowing margin of excess capacity among producers; the volatility of oil prices arising form international tensions, terrorism and potential for supply disruptions; the concentration of known hydrocarbon reserves and resources in a limited number of the world’s subregions; and the restricted access of oil and gas companies to the development of hydrocarbon reserves in some countries. Governments in producing and consuming countries can mitigate these risks significantly by enhancing producer-consumer dialogue to ensure interdependency of their interests and to respect the legitimate rights of both consumers and producers.
The first section of this book presents global energy security risks form three points of view: that of European Union, the Russian Federation and the view from North America. These views have been reconciled in deliberations of the UNECE Energy Security Forum (ESF) that achieved a consensus in conclusions and recommendations on how to diminish the risks. The ESF was requested to convey this consensus views to the host authorities of the 2006 G-8 Summit in St. Petersburg. The diversification of energy supply sources is a key feature of energy security strategies for importing countries. The second section describes hoe the Caspian Sea can contribute to energy supply diversification.
