UNECE welcomes extension of the guaranteeing agreement between the Federal Customs Service of the Russian Federation and the Association of International Road Carriers

The Federal Customs Service of the Russian Federation (FCS) decided on 26 February to prolong the agreement with the Association of International Road Carriers (ASMAP) until 30 June 2015, thus guaranteeing the implementation of the TIR Convention in the Russian Federation until that date.


This was announced at the annual session of the Inland Transport Committee in Geneva, by the delegation of the Russian Federation.


This will allow the authorities sufficient time to finalise the selection of a guaranteeing association by way of a tender procedure and develop a road map to restore full and unrestricted application of the TIR Convention in the Russian Federation. The Committee welcomed this decision and expressed the view that the situation with the application of the TIR Convention in the Russian Federation will finally be positively resolved at the expiration of this new deadline.


More importantly, at the same time, the President of the Russian Federation, aiming at ensuring the functioning of the TIR Convention, on the territory of the Russian Federation instructed the Government to undertake several measures to ensure the uninterrupted functioning of the TIR Convention on the territory of the Russian Federation and of the Agreement with the ASMAP until the national guaranteeing association is determined and an appropriate agreement is concluded with it. The Presidential instruction sets concrete deadlines for completion of all measures as well as periodicity for monitoring of their implementation.
