SEA Pilot Project on National Waste Management Strategy and Action Plan in Georgia
UNECE secretariat to the Espoo Convention and its Protocol on SEA supports a Pilot Project on application of SEA to the process of development of the National Waste Management Strategy and Action Plan in Georgia
Strategic Environmental Assessment (SEA) Pilot Project on National Waste Management Strategy and Action Plan in Georgia was launched within Greening Economies in the Eastern Neighbourhood (EaP GREEN) programme.
The overall aim of the project is to further develop legislation on SEA, build capacities in application of SEA procedures at a national level and to raise awareness of SEA benefits among various national stakeholders.
The specific objectives include provision of support in the development of the draft law on SEA, testing and demonstration of opportunities of practical application of the draft law on SEA based on the implementation of a pilot project, provision of recommendations for environmental optimisation and modifications of the selected plan/programme, building the capacities of the staff of the Ministry of Environment, and development of recommendations for further improvement of national legislative and institutional frameworks on SEA in a country. The Project partner in Georgia is NGO Georgia’s Environmental Outlook.
Within the pilot project in the Initial scoping and baseline analysis workshop took place on August 5, 2015 in Tbilisi. It brought together selected 6 local experts, 3 international experts of the project as well as representatives of relevant departments of the Ministry of Environment and Natural Resources Protection of Georgia. Within the meeting scoping and baseline analysis for the National Waste Management Strategy as well as the scoping report outline for the Waste Management Strategy and Action Plan were introduced by the international experts and Team Leader of the project. Moreover, the workshop assisted in preliminary identification of the key issues related to Waste Management Strategy and Action Plan.
The findings from initial phase of SEA (summarized in the draft scoping report - the final version can be downloaded here in English or Georgian) were presented and discussed at the public scoping consultation meeting organized in Tbilisi on September 22, 2015. The training workshop on impact assessment and mitigation measures was organized back-to-back the scoping consultations. Following the scoping stage, the SEA report was drafted during October 2015. The public consultation meeting on the draft SEA report and the Strategy/Action Plan was held on October 30, 2015. The final draft of the SEA report can be downloaded here.
