According to the Protocol on Water and Health, each Party has the obligation to establish and publish its national targets and the respective target dates for each target area within 2 years of becoming a Party.
The targets shall cover the areas stipulated in Article 6, paragraphs 2 (a) to (n), except where national circumstances make them irrelevant for preventing, controlling and reducing water-related disease.
In addition, as stipulated in article 7, paragraph 5, each Party shall provide, for circulation to the other Parties, a summary report of the data collected and evaluated and the assessment of the progress achieved. The summary reports submitted by Parties and other countries are presented below, as received by the secretariat. The designations employed and the presentation of the material in the summary reports do not imply the expression of any opinion whatsoever on the part of the Secretariat of the United Nations concerning the legal status of any country, territory, city or area, or of its authorities, or concerning the delimitation of its frontiers and boundaries.

National Targets Set
First Summary Report
Responsible body/coordination body:The main authority responsible for the implementation of the Protocol is the Ministry of Health. For the purposes of the implementation of the Protocol, an intersectoral Task Group was established, including representatives of all related ministries (Ministries of Health, Agriculture and Environment).
Targets set: Targets, target dates and indicators to measure the progress, in accordance with article 6.2 of the Protocol, are set. Most of the targets and target dates defined refer to the applicable EU legislation.
Two additional targets under Article 6.5 of the Protocol refer to the planned arrangements for coordination between the competent authorities in order to promote the achievement of the targets.
Responsible body/coordination body: A national working group, led by the Ministry of Social Affairs and Health, was established, gathering representatives from the Ministries of Environment, Agriculture and Forestry, Foreign Affairs, the Finnish Environment Institute, the National Public Health Institute and the National Product Control Agency for Welfare and Health.
Targets and target dates are based on EU legislation including relevant reporting procedures, national legislation and appropriate national programmes. Additional new targets and target dates have been defined to cover all target areas mentioned in the Protocol only when necessary to comply with the Protocol’s requirements.
Responsible body/coordination body: The Federal Ministry of Health, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety and the Federal Environment Agency have the lead in national target setting. Targets have been coordinated with the relevant supreme Länder authorities (responsible for practical enforcement) within the framework of the German Working Group on Water Issues of the Federal States and the Federal Government, and the Working Group of Supreme Länder Health Authorities, involving the respective expert groups.
Targets set: Targets and target dates in accordance with article 6 of the Protocol have been adopted. In the areas where no current relevance for improvement was identified within the target setting process, no target has been set.
A baseline analysis has been carried out, and when relevant, target, target date, activities and indicators have been set.
Within the target setting process, parts of national legislation were envisaged for revision in order to improve the situation with respect to drinking water and sanitation. In addition to the areas for target setting outlined in article 6.2 a-n, a target under the article 9.1a related to communication and education about water related disease has been defined.
Responsible body/coordination body: A Special Committee on water and health under auspices of the Inter-ministerial Committee on Public Health, with input from the Ministry of Health and the Ministry of Environment and Water, is responsible for the process of target setting.
Targets set: Most of the targets set and the framework for their implementation are determined by the EU requirements.After a first review of progress in 2008, the targets and target dates have been slightly amended. Most target areas under Article 6.2 of Protocol have been covered. Some targets have not yet been set but are planned. No target will be set under article 6.2.g(i) as it is not relevant. An extra target has been set related to the expected impact of climate change.
Responsible body/coordination body: The Ministry of Infrastructure and the Environment has the lead in this process.
Targets set: Targets are formulated for subjects mentioned under article 6.2 and 9 of the Protocol on Water and Health. Reference is made to the targets that are already set in current legislation, and information is collected for reporting under national or EU acts and decrees. Defined target, deadline, responsible entity and target indicator are described for almost all target areas, when available.
Responsible body/coordination body: The Steering Committee for the target setting process was composed of representatives of the Ministry of Environment and the Ministry of Health, other Governmental entities (the Agency Apele Moldovei, the project institute Acvaproiect) and a representative of the NGO community (ECO-Tiras).
The responsibilities of the Steering Committee were extended after the targets approval on 20 October 2010 to the coordination of targets’ implementation.
Targets set: Targets and target dates have been set thanks to an assistance project financed by the Swiss Development Cooperation and supported by UNECE.
Targets have been set in all target areas under Article 6.2 of Protocol. The detailed publication presents the process of setting targets and target dates and its results.
For each target area, a review of the current situation and issues was initially realized. Targets and target dates (with specification of the responsibilities), and measures and activities to be handled (mentioning time frames and responsible organizations) were successively defined.
Responsible body/coordination body: The responsible institutions for targets fulfillment are the Ministry of Health in cooperation with the Ministry of Environment. The other institutions involved are 3 scientific institutions and municipalities.
Targets set: The first four national targets have been set in 2001, according to the needs of the country, and approved by the Slovak Government in 2003 and 2005. In July 2007, the Slovak Republic has updated its targets and established nine new national targets, under Article 6.2 and Article 9 of the Protocol on Water and Health.
Responsible body/coordination body: The Ministry of Ecology and Natural Resources overviews the execution of the Action Plan under the Act "On implementation of the Protocol on Water and Health" (2003). For the national targets setting process, it had established an Interdepartmental Working Group on Protocol Implementation consisting of ministries and state committees, NGOs, research organizations and river basin organization. The government of Norway provided assistance to support Ukraine for the national targets setting process. A baseline analysis was initially carried out; a first draft of the National Targets was developed, consolidated, and then opened for public review. The National Targets under the Protocol were finally approved in 2011.
Targets set: Targets, indicators, intermediate and final deadlines as well as responsible executive authorities are detailed. The Cabinet of the Ministries of Ukraine ordered the Ministry of Regional Development, Construction and Housing, Ministry of Agriculture, Ministry of Youth, Science and Sport and Ministry of Health to provide the Ministry of Environment with information on the National Targets on a regular basis.
