The Convention on the Transboundary Effects of Industrial Accidents, drawn up under the auspices of the United Nations Economic Commission for Europe, was adopted in Helsinki (Finland) on 17 March 1992. It entered into force on 19 April 2000 in accordance with its article 30. The first meeting of the Conference of the Parties to the Convention took place in Brussels (Belgium) from 22 to 24 November 2000. At that meeting the Parties adopted the rules of procedure for their meetings, as set out in this publication, by consensus.
