OECD EAP Task Force

Actions:

1) Strengthening the economic and financial dimensions of water management, including adaptation to climate change

All three actions will focus on activities within the Eastern Europe, Caucasus and Central Asia (EECCA) region. This first action supports two types of dialogues on water policy reforms in the region: one on the economic and financial analysis of water management policies and water resources management plans, and the other focused on financing strategies for water supply and sanitation.

2) Strengthening institutions for water supply and sanitation

This action aims to make institutions in the water sector of EECCA work more effectively and efficiently. National Policy Dialogues will continue to serve as the main mechanism for achieving this objective. The policy dialogues will focus on selected institutional issues where the EAP Task Force has a comparative advantage: private sector participation, overcoming excessive fragmentation of water supply and sanitation systems. Projects will be undertaken at both national and regional levels.

3) Assessing the water policies and institutions in EECCA

Building on the previous two actions, this activity will monitor trends in reforming water policies and institutions in EECCA. It will cover both water supply and sanitation, and water resource management. Particular attention will be placed on identifying and sharing best practices, with the goal of enhancing the efficiency and effectiveness of water policies and institutions of EECCA countries, both individually and collectively.

Progress reports:

2013:

These three actions were listed as "Completed" in the 2013 report. For the first action, work was undertaken in the area of water resources management to reflect demand from EECCA countries and support policy dialogues on water policy reforms. The second action focused on setting up an institutional framework that would fit the scale and scope of existing water supply services in the region. A number of country-specific reports were completed as part of the third action, and progress was made in achieving water-related Millenium Development Goals (MDGs) in the region. 

2016:

To be submitted.

Challenges and lessons learned:

Political instability in some EECCA countries was a challenge on the path to completing these actions, as the instability altered the pace of projects and reforms. The report also noted, however, that the number of activities supporting transboundary cooperation in the region is growing, and that while further coordination is required for continued success, good progress is being made.
