Declaration for MOP7_MOPP4

Draft Declaration for the upcoming sessions of the Meetings of the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention) and its Protocol on Pollutant Release and Transfer Registers (planned for October 2021).

1st Commenting Round

In view of preparations for the upcoming sessions of the Meetings of the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention) and its Protocol on Pollutant Release and Transfer Registers (planned for October 2021), the Chairs, in consultation with the two Bureaux, prepared an initial draft Declaration for comments by Parties and stakeholders (see word and pdf files). 

The draft declaration constitutes a short and focused policy-oriented document, which strives to communicate the key messages regarding the role of the Aarhus Convention and its Protocol in promoting sustainable, inclusive and resilient development, and the commitment of the Convention’s and Protocol’s Parties in that regard.

The document was made available to Parties to both treaties and to all interested stakeholders for comments with the deadline to respond by 15 November 2020. National focal points for the Convention and for the Protocol were kindly requested to coordinate their comments on the document and to submit to the secretariat one consolidated input per Party. 2nd Commenting Round

Thereafter, the document was revised by the Bureaux, taking into consideration the comments received, and was submitted to the 8th meeting of the Protocol’s Working Group of the Parties  (16-18 December 2020).

This draft was made available to Parties and stakeholders for a second commenting round: (see word and pdf files ) with the deadline to respond before 15 January 2021.

3rd Commenting Round

The above draft was revised by the Bureaux in the light of the comments received from EU and its Member States and from the Center for International Environmental Law and made available for the third commenting round, see word  file. Comments had to be sent to [email protected] before 25 February 2021.  Note that this is the third commenting round and it is expected that the comments will be limited to the newly revised text.

National focal points for the Convention and for the Protocol were requested to coordinate their comments on the document and to submit to the secretariat one consolidated input per Party.

The draft document will be thereafter revised for its submission to the 25th meeting of the Convention’s Working Group of the Parties. The document will then be revised again by the two Bureaux, in the light of the comments received, and submitted to the Meetings of the Parties for consideration at their joint high-level segment.
