Project on strengthening industrial safety in Central Asia through the implementation of and accession to the Convention

Background

The project “Strengthening industrial safety in Central Asia through the implementation of and accession to the UNECE Convention on the Transboundary Effects of Industrial Accidents” was carried out by the UNECE Convention on the Transboundary Effects of Industrial Accidents with the generous support of the Russian Federation. The project was launched at the Ninth meeting of the Conference of the Parties in 2016. It entered its active phase in 2017 with national expert group meetings taking place throughout 2017– early 2018 and final subregional workshop in late 2018. The project was concluded and has undergone external evaluation in 2019.

Project Objectives

The general objective of the Project is to strengthen the implementation of and accession to the UNECE Convention on the Transboundary Effects of Industrial Accidents in Central Asia. In particular, the Project aims at:
  • Increasing understanding of the key requirements of the Convention in the beneficiary countries
  • Enhancing capacities of the beneficiary countries for assessment of industrial safety and the development of national self-assessments and action plans towards the implementation of and accession to the Convention.
 
Project Beneficiaries

At the moment of the launching of the project, Kazakhstan was the only Central Asian country that was a Party to the Convention. Together with Kyrgyzstan, Tajikistan and Uzbekistan, it is part of the Convention’s Assistance Programme. Project beneficiaries are all five Central Asian countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
Expected Results
 
  • Increased understanding of the key requirements of the UNECE Industrial Accidents Convention in the five beneficiary countries
  • Enhanced capacities for assessment of industrial safety and development of national action plans for the implementation of and accession to the UNECE Industrial Accidents Convention
  • One self-assessment undertaken by each of the five countries in Central Asia
  • One action plan on industrial safety developed by each of the countries of Central Asia
  • Raised awareness and improved understanding of the requirements of the Convention and industrial safety by key target groups in the beneficiary countries.

Key outcomes of the subregional workshop & Project conclusions

As acknowledged in the Project’s independent evaluation, the results of which are available on Open UNECE, “the Project made a significant contribution to increased understanding of key requirements of the UNECE Industrial Accidents Convention in Central Asia… Project activities enhanced capacities for assessment of industrial safety and development of national action plans for the implementation of and accession to the UNECE Industrial Accidents Convention in all five countries of the Central Asia subregion.” The tenth meeting of the Conference of the Parties (Geneva, 4–6 December 2018) “welcomed particularly the completion of the activities under the project on strengthening industrial safety in Central Asia, and its results achieved, including the submission of self-assessments and action plans by all countries in that subregion, and the development of an implementation guide for Central Asia” (see ECE/CP.TEIA/38).
