Non-core activities

Non-core activities, including assistance activities to support countries in the Caucasus, Central Asia, and Eastern and South-Eastern Europe


According to the current workplan, the following activities are to be implemented during the biennium 2019–2020:
a) Assistance and Cooperation Programme
  • Activities to support implementation of the Strategic Approach through national and subregional expert and high-level meetings and support for the development of self-assessments and action plans in Azerbaijan, Bosnia and Herzegovina, Georgia, Ukraine and/or possibly other Assistance and Cooperation Programme beneficiary countries to be determined (estimate based on 2 national activities.
 
Lead/supporting countries: Azerbaijan, Bosnia and Herzegovina, Georgia, Ukraine and donor countries to be determined, with funding through the Assistance and Cooperation Programme
   
Lead country: Russian Federation
   
Lead/supporting countries: Russian Federation, (tbc) with possible support (in-kind, financial) from other countries
   
Lead country: Switzerland, in cooperation with the Joint Expert Group on Water and Industrial Accidents
   
Lead country: Switzerland, in cooperation with the Joint Expert Group on Water and Industrial Accidents
 
  • Launch of the National Policy Dialogues on Industrial Safety in Eastern Europe and the Caucasus and in South-Eastern Europe in countries that have expressed interest (estimate based on 3 national meetings).
 
Lead/supporting countries: Azerbaijan, Serbia, Republic of Moldova, in cooperation with the OECD and with financial support through the Assistance and Cooperation Programme
   
Lead/supporting countries/organization: Republic of Moldova and France, in cooperation with the ECE Committee on Urban Development, Housing and Land Management, and with contributions by the government of Belgium (Flanders)
 
  • Subregional workshop on land-use planning and industrial safety for South-Eastern Europe.
 
Lead/supporting countries/organization: Serbia and France, in cooperation with the ECE Committee on Urban Development, Housing and Land Management, in consultation and possible cooperation with the Espoo Convention and Protocol on SEA

b) Other assistance activities  
Lead/supporting organization/countries: Armenia and Georgia, in cooperation with the Joint Expert Group on Water and Industrial Accidents, financed by Germany
 
  • Project on the Safety of Tailings Management Facilities along the Danube – Training and Legislative Options
 
Lead/supporting organization/country: Serbia and Romania, in cooperation with ICPDR and the Joint Expert Group on Water and Industrial Accidents, financed by Germany
 
  • Project on the Safety of Tailings Management Facilities in Kyrgyzstan
 
Lead/supporting organization/country:  to be confirmed, financed by Germany

c) Awareness-raising in and outreach to other regions
  • Promoting and raising awareness of the Convention, including beyond the ECE region (production of information materials and establishment of a network of contacts
 
Supporting bodies/organizations: ECE and possibly other regional commissions, UNEP and lead countries

d) ECE Industrial Accident Notification System
  • Electronic consultation for points of contact on the ECE Industrial Accident Notification System and update of the IAN system
