Second reporting exercise under the Protocol on Water and Health

Background Information

According to article 6 of the Protocol, Parties shall set targets and target dates within two years of becoming a Party. Article 7 requires Parties to collect and evaluate data on their progress vis-à-vis achievement of the targets and on indicators designed to show how that progress has contributed towards preventing, controlling or reducing water-related disease. The objectives of the triennial summary reports are:

  1. To assess progress (self-assessment by Party and assessment by the Meeting of the Parties);
  2. To exchange experience and share lessons learned;
  3. To demonstrate the main challenges/obstacles in implementing the Protocol, thereby informing activities under the Protocol’s programme of work.

The commencement of the second reporting cycle under the Protocol was announced during the fifth session of the Working Group on Water and Health (11-12 October 2012, Geneva). In accordance with the established procedures, the deadline for submission of the reports was set as 29 April 2013.  In addition to Parties to the Protocol, signatories and other Member States of the UNECE/WHO-Europe are also strongly encouraged participate in the exercise.

The summary reports should be completed in accordance with the guidelines and the template adopted at the second session of the Meeting of the Parties (23-25 November 2010, Bucharest).

All countries are encouraged to build on the lessons learned from the first pilot reporting exercise that was conducted in 2009-2010. The report of the Compliance Committee as well as the Regional report on the status of implementation of the Protocol that were submitted to the second session of the Meeting of the Parties identify a number of such common lessons and shortcomings that should taken into account in the current reporting cycle.

The summary reports submitted by Parties and other countries are presented below, as received by the secretariat and in compliance with the obligations of the Protocol (art. 7, para. 5, and art. 17, para. 1 (b)). The designations employed and the presentation of the material in the summary reports do not imply the expression of any opinion whatsoever on the part of the Secretariat of the United Nations concerning the legal status of any country, territory, city or area, or of its authorities, or concerning the delimitation of its frontiers and boundaries.
