Implementation phase

The implementation phase is the second phase of the Assistance Programme. In this phase, countries which have successfully completed the preparatory phase are supported with assessing their needs and assistance to enhance their capacity to implement the Convention.

There are different types of activities that can be undertaken in the implementation phase under the Assistance Programme. The main activities are; training sessions, in-field exercises, advisory services and consultations.

Since the Assistance Programme began in 2004, Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Croatia, Georgia, Kazakhstan, the fYRo Macedonia, Moldova, Romania, Serbia, Ukraine and Uzbekistan have successfully completed the preparatory phase and joined the implementation phase.

Activities developed under the implementation phase of the Programme are based on the individual needs of the countries or groups of countries involved. The activities are design by the beneficiary countries, with help from the Secretariat if necessary, after identifying any problems with the implementation of the Convention.

To ensure that no gaps exist in the implementation of the Convention, after the activities take place, the beneficiary countries analyse the results, generate a report and design further activities if necessary. This cyclic mechanism ensures that the countries ability to prevent an industrial accident is continually strengthened and improved.

The cyclic mechanism is provided through the Strategic Approach (available in [PDF] ENG, FRE and RUS) which was elaborated to provide a robust basis for the comprehensive, carefully planned and consistent implementation of the Convention.

The cyclic mechanism is to be applied to each of the following six working areas of the Convention.

  • Identification of hazardous activities;
  • Notification of hazardous activities;
  • Prevention;
  • Preparedness;
  • Response and mutual assistance;
  • Information to and public participation.

To further assist the beneficiary countries in analysing gaps in the implementation of the Convention, a set of indicators and criteria are being created (under development).
