Project on hazard and crisis management in the Danube Delta

Background


The project on hazard and crisis management in the Danube Delta is carried out within the Assistance Programme of the UNECE Convention on the Transboundary Effects of Industrial Accidents. The Assistance Programme was launched in 2004 and aims at supporting Parties and ECE countries with economies in transition to improve industrial safety through the implementation of the Convention. 
The general objective of the Danube Delta Project (DDP) is to improve the cooperation between the Republic of Moldova, Ukraine and Romania in the Danube Delta region through enhancing and, where possible, harmonizing the mechanisms and approaches for efficient and effective hazard and crisis management. The project started with preparatory meetings in December 2010. It is to be implemented over a three-year period according to the project implementation plan adopted during the kick-off meeting in May 2011 in Kyiv.

Project Objectives


An effective cooperation on industrial safety between the three countries can only be successful if it addresses both hazard management (prevention) and crisis management (preparedness and response). In order to improve the countries’ cooperation in hazard and crisis management in the Danube Delta region, the project should lead to the following results (specific objectives):
  1. The establishment of a hazard spots map in the region of the Danube Delta with the hazards identified in a harmonized way;
  2. The introduction of procedures for hazard notification, in particular for hazardous activities;
  3. The development of practical recommendations/actions for national authorities to strengthen hazard and crisis management;
  4. The improvement of cooperation between the authorities and the industry;
  5. The harmonization of the facilities’ on- and off-site contingency plans ;
  6. The harmonization of off-site contingency plans between the project countries through the establishment of a contingency plan for the Danube Delta;
  7. The introduction of procedures for crisis notification and joint response; and
  8. The strengthening of public awareness on hazard and crisis management.
 

Project Results

Project Activities


In order to reach the project objectives, the three project countries agreed to carry out a number of specific activities included in the project implementation plan, in particular:
  1. A technical workshop on hazard management in Chisinau, Republic of Moldova (July 2011);
  2. A joint visit to the ports of Galati, Romania, and Giurgiulesti, Republic of Moldova (September 2011);
  3. A technical workshop on crisis management in Chisinau, Republic of Moldova (December 2011);
  4. The establishment of an expert group for the elaboration of safety guidelines for oil terminals (March 2012 to March 2013);
  5. A second joint visit to Ukraine (September 2013);
  6. Hazard and crisis management week, including table-top exercise (March 2015)
  7. Field exercise in the Danube Delta between the Republic of Moldova, Romania and Ukraine (September 2015)
  8. A final project workshop (October 2015)
