Capacity-building activities and proposals
The
first meeting of the Working Group, held on 16-18 February
2004, requested that UNECE, UNEP, UNITAR, the Regional
Environmental Center for Central
and Eastern Europe (REC) and
any other organizations
involved in PRTR capacity-building work
provide
the secretariat with a list of their organizations'
capacity-building projects related to PRTRs. Recipient
countries
were also invited to present ideas and
proposals that are
focused on the Protocol to the
secretariat. The secretariat was
asked to compile a consolidated
list of organizations' and
recipient countries'
capacity-building projects and their ideas
and
proposals focused on the Protocol.
ENVSEC Initiative
At the fourth meeting of the Working Group (14-16 February
2007), the secretariat circulated a draft of the Environment and
Security Initiative (ENVSEC) concept proposal, "Building
capacity for environmental monitoring and reporting by
enterprises and public authorities in EECCA and SEE
[Western
Balkan] countries." The final ENVSEC proposal will be presented
to the
ENVSEC Management Committee for consideration at the
Committee's September 2007 meeting.
Organizations wishing to engage in PRTR capacity-building are
invited to submit sub-regional or national ENVSEC project
proposals (fiche) to the UNECE secretariat. These will be
collected, reviewed by the secretariat and then submitted to
ENVSEC as one package.

michael.stanley-jones@unece.org by 31 August 2007 at the latest.
