Summary: On 16 December 2008, the Caucasus Environmental NGO Network submitted a communication to the Compliance Committee alleging a failure by Georgia to comply with its obligations under article 6 (2) and (4), of the Convention. The communication alleged that by failing to inform the public concerned in a timely, adequate and effective manner about possibilities for public participation in decision-making on issuing licences for long-term forest use, the Party concerned was not in compliance with article 6 (2) of the Convention. It further alleged that by failing to provide for early public participation in the issuance of special licences for long-term forest use, the Party concerned was not in compliance with article 6 (4) of the Convention.
