Already, on Saturday and yesterday most of you had the chance to participate in the Conference for the Official Launching of the UN Decade of Education for Sustainable Development in the Mediterranean region. I believe that hosting the two meetings back-to-back shows the close links of the two processes and flags the emphasis placed in the regional and sub-regional levels. Furthermore, today’s workshop moves the emphasis on implementation and on an action-oriented approach. It is true that adopting such an approach on a sub-regional level can maximize its efficiency. Therefore, we are very happy to host here in Athens this workshop concerning the sub-region of South-East Europe, and I use this term in its broader geographical meaning. South-East Europe is a region of great environmental, cultural, socioeconomic and political importance. It is true that our region has been facing diverse socioeconomic and political challenges during recent years. But this renders more important the need to promote SD in the region, and education can certainly be one of the means to achieve this. We also have to take into account that South-East Europe represents the neighbourhood of the enlarged EU, and that the countries of the region that are not yet members of the European Union have repeatedly expressed their intension to align their future with that of the EU. South-East Europe is a region rich in natural resources including waters, forests, minerals and biodiversity. It faces, however, serious environmental challenges and needs, that require particular attention. Regional cooperation is necessary for approaching these issues in a comprehensive and effective way. The cross-sectoral importance of education, as a life-long process going beyond formal education, has been acknowledged since the launching of the international agenda on the environment and sustainable development. Actually, it follows the evolution of this agenda, from Stockholm to Rio and then Johannesburg, moving the emphasis from environmental education to education for sustainable development. Today, Education for Sustainable Development is considered as a powerful tool to achieve sustainable development, peace and stability within and among countries. It is by nature an evolving and dynamic concept considered as a vision of Education that seeks to balance human and economic welfare with cultural traditions and respect for the earth’s natural resources and the environment. Therefore, Greece is pleased to play an active role in the process of the UN Decade on Education for Sustainable Development in the UN-ECE region and in the development of the UNECE Strategy for Education for Sustainable Development, which - as you know - is one of the major contributions to the DESD process. Acknowledging the critical role of Education in promoting sustainability and stability, and following the framework of implementation of the Strategy as adopted in Vilnius, the Ministry for the Environment, Physical Planning and Public Works is working together with the Ministry of National Education and Religious Affairs, which acts as the co-ordinating Ministry for the National Committee on ESD, to integrate sustainable development concerns into the educational processes. The role of NGOs is also recognized and supported in this process, and in this respect we would particularly like to thank the Mediterranean Information Office and Prof. Scoullos for their contribution. We believe that the role and the responsibility of Governments is of crucial importance in promoting the necessary regulatory and operational frameworks for supporting Education for Sustainable Development in the formal and non-formal education systems. They are also important in ensuring and facilitating the international cooperation for it. Furthermore, ESD should be streamlined in the national policies related to sustainable development. To achieve that, national ESD strategies should be developed, and adopted as an integral part of any National Sustainable Development Strategy. At the international level, the role of ESD has already been recognized, but its role should be strengthened, regarding both policy and implementation. At the decision adopted at the 11th Session of the UN Commission for Sustainable Development (CSD), education has been included as one of the cross-cutting issues to be considered at any CSD cycle. At the previous CSD cycle (dealing with the thematic areas of water, sanitation and human settlements) the important role of education has been highlighted at the Ministerial Meetings on Policy and Implementation, both in the negotiated outcomes and in the parallel events. At this CSD cycle (concerning air pollution/industrial development, energy for sustainable development and climate change), we believe that the role of education should be stressed again, for example through the importance that education and public awareness have in relation to air pollution and its effects on human health. As in the previous CSD cycle, the Hellenic Ministry for the Environment, Physical Planning and Public Works, is highlighting in the CSD process the role education may play in the specific thematic issues as well as in fostering sustainable development as a whole. Furthermore, the role of ESD should also be emphasized in all fora related to different aspects of sustainable development. In this respect, in the 2nd International Meeting on Sustainable Consumption and Production, the Hellenic Ministry for the Environment has highlighted the role of education and public awareness for promoting sustainable consumption and production patterns. On the regional level, as we all know there exists a significant momentum for the implementation of the Strategy in the region of UN-ECE and expectations have now risen considerably. In Vilnius, the importance of sub-regional cooperation, including through the organization of sub-regional workshops like today’s, was stressed as essential. There already exist several successful examples of sub-regional cooperation in the UNECE region, including the relevant processes in the Mediterranean and Central Asia, and the Programme Baltic 21-Education. Regarding the Mediterranean, we consider very important the fact that the participants of the Conference for the Official Launching of the UN Decade of ESD in the Mediterranean region, urged the Governments of the Mediterranean countries to adopt a Mediterranean Strategy for ESD, to be incorporated as an integral part of the Mediterranean Strategy for Sustainable Development, which was adopted recently in Slovenia. Noting the above examples we believe that it is important to seek synergies between the different sub-regions and to exchange ideas and experiences on success stories, on challenges faced and on existing opportunities. On the same time, an assessment of the specific needs – and therefore of the key priority areas for action - of each sub-region is required. For example, a challenge addressed in Vilnius regarding South-East Europe is the poor quality of education for children living in rural areas and the lack of financial and human resources to develop ESD. Thus, the role of providing capacity building, financial assistance and support to education, research and public awareness programmes on SD was highlighted in the Strategy. The role of co-operation and of partnerships between different stakeholders is also very important to implement ESD, together with legally binding instruments, such as the Aarhus Convention. We also believe that the goals we set regarding ESD will be attained more effectively if the progress in achieving them is monitored properly. And the role of indicators to measure the effectiveness of the implementation of the Strategy is very important in this respect. Dear Colleagues During today’s workshop we will look into these issues, with the aim to assist the effective implementation of the UN-ECE Strategy for ESD in South-East Europe. This is a unique opportunity for this sub-region, taking also into account that the sixth Ministerial Conference "Environment for Europe" is hosted in South-East Europe, in Belgrade, in the fall of 2007.
