Article 9
Consultation with environmental and health
authorities
1. Each Party shall designate the authorities to
be consulted which, by reason of their specific
environmental or health responsibilities, are likely
to be concerned by the environmental, including
health, effects of the implementation of the plan
or programme.
2. The draft plan or programme and the environmental
report shall be made available to the authorities
referred to in paragraph 1.
3. Each Party shall ensure that the authorities
referred to in paragraph 1 are given, in an early,
timely and effective manner, the opportunity to
express their opinion on the draft plan or programme
and the environmental report.
4. Each Party shall determine the detailed arrangements
for informing and consulting the environmental and
health authorities referred to in paragraph 1.
