The adoption of a Resolution on the SEA Protocol during the Extraordinary meeting of the Parties to the EIA Convention on 21 May 2003 in Kiev (Ukraine) defined the basis for holding a Meeting of the Signatories to the SEA Protocol, 4 June 2004, in Cavtat (Croatia)

Drafting of the Protocol: An Ad hoc Working Group on the Protocol on Strategic Environmental Assessment (SEA) was established by the second Meeting of the Parties to the Espoo Convention, 26-27 February 2001. The Group finalized the draft SEA Protocol on 30 January 2003. Information may be found in the archive.
