In its Ministerial Declaration, the Kiev Conference decided that the Working Group of Senior Officials would meet in special session in autumn 2003 to decide on the next host country and the date of the Sixth Ministerial Conference.
In this regard, the Special Session of WGSO took place on 22 October 2003, from 15:00 to 18:00, in Geneva, at the Palais des Nations (Salle XII), back to back with the 10th session of the Committee on Environmental Policy (20 to 22 AM October).
Documents available include the provisional annotated agenda, a note on "Issues of concern for choosing the venue of the Sixth Ministerial Conference", a note on candidature of Serbia and Montenegro and the report of the session.
Proposals for hosting the Conference were open to all member States. Host candidates had to present their candidatures in writing to the ECE Secretariat by the end of September 2003. In presenting their proposals to the Special session of WGSO, candidates had to address the logistical issues outlined in the document on "Issues of concern for choosing the venue of the Sixth Ministerial Conference "Environment for Europe".
