One of the important features in the "Environment for Europe" process is the preparation that starts two years before the Ministerial Conference. This gives time for thorough preparatory work, including the negotiations of a declaration and the preparation of major documents.
On 22 October 2003, at its extraordinary meeting, the Working Group of Senior Officials decided that the sixth Ministerial Conference "Environment for Europe" would take place in Belgrade (Serbia), in September or October 2007.
In order for preparations for the Belgrade Conference to begin in 2005, as agreed, the Committee on Environmental Policy, at its 11th session (13-15 October 2004) established an open-ended preparatory group designated the Working Group of Senior Officials and adopted its mandate (En, Fr, Ru).
During the preparatory process for the Belgrade Ministerial Conference three sessions of the CEP and 2 meetings of the CEP Bureau, six meetings of the Working Group of Senior Officials and six meetings of its Executive Committee, and 3 meetings of the Drafting Group for preparation of the draft Ministerial Declaration were held.
