Summary of the session

The session was chaired by Mr. Saša Dragin, Minister of Environmental Protection of Serbia. A keynote address was given by Mr. Francisco Nunes Correia, Portugal, on behalf of the EU. The Conference considered the "Environment for Europe" process an important framework for bilateral and multilateral cooperation in the UNECE region. It noted that the political dimension of the process should be kept open for all interested countries of the UNECE region and to issues on which the process could provide added value. Ministers committed to continuing a focused and needs-based EfE process concentrated on results-based, action-oriented activities that improve the environment and advance sustainable development in the region.

The Conference agreed on the need to ensure that a future EfE process remains appropriate for, and fully aligned with the evolving political and economic landscape as well as the needs and environmental priorities of the UNECE region. It decided to maintain the UNECE region-wide dimension of the EfE process, promoting the exchange of experiences and best practices among participating countries. Ministers decided to undertake a reform of the EfE process in order to ensure that it remains relevant and valuable, and to strengthen its effectiveness as a mechanism for improving environmental quality and lives of the people across the region.

The draft Ministerial Declaration was introduced and adopted by acclamation. Mr. Sedat Kadioglu, Deputy Undersecretary, Ministry of Environment and Forestry, Turkey, and Mr. John Hontelez, the Secretary-General, the European Environmental Bureau, European ECO-Forum made statements on the Ministerial Declaration.

Mr. Alzhan Braliev, Deputy Minister of Environmental Protection, Kazakhstan, reiterated the offer by Kazakhstan to host the next “Environment for Europe” Ministerial Conference in 2011.
