Partnerships
Discussions on partnerships were divided into two sessions: (a) on “Environmental policy and international competitiveness: Can we afford a better environment?”; and (b) on “Environmental finance and partnerships to support the implementation of environmental policies and programmes”.
Environmental finance and partnerships to support the implementation of environmental policies and programmes
Summary of the session
The session was chaired by Ms. Marta Bonifert, Executive Director, REC-CEE. The session was composed of two clusters: a discussion on environmental finance, and a roundtable discussion on partnerships to support the implementation of environmental policies and programmes.
During the discussion on environmental finance, keynote addresses were delivered by Ms. Brigita Schmögnerová, Vice-President, EBRD; Mr. Kimmo Tiilikainen, Minister of Environment, Finland; Mr. Douglas Menarchik, Assistant Administrator for Europe and Eurasia, USAID, United States; and Mr. Gunnar Boye Olesen, OVE/INFORSE, Denmark.
During the roundtable discussion on partnerships to support the implementation of environmental policies and programmes, keynote addresses were delivered by Ms. Giuliana Gasparrini, Director of Division, on behalf of Mr. Alfonso Pecoraro Scanio, Minister for the Environment, Italy; Mr. Hussein Baghirov, Minister of Ecology and Natural Resources, Azerbaijan; Mr. Marc Perrin de Brichambaut, OSCE, Mr. Predrag Nenezic, Minister of Tourism and Environment, Montenegro; Ms. Åsa-Brit Karlsson, State Secretary, Ministry of the Environment, Sweden; Ms. Rut Bízkova, Deputy Minister of the Environment, the Czech Republic; Mr. Menarchik; Ms. Marta Bonifert, Executive Director, REC-CEE; Mr. Piet Steel, Toyota Motors Europe; and Mr. Janis Brizga, Green Liberty, Latvia.
The Conference addressed a wide range of options for local, national and international actors, and underlined the need for innovative financial instruments to address current and future environmental challenges in the region. It welcomed better cooperation of donors’ activities and, as appropriate, synergies amongst institutions and programmes.
The Conference committed to make optimal use of all available sources of environmental financing, including through innovating economic instruments and private sector engagement such as payments for ecosystem services and the promotion of private financial investments for the conservation and sustainable use of biodiversity, at the national and subnational levels, to support environmental improvement in countries of Eastern Europe, Caucasus and Central Asia, and South-Eastern Europe.
The Conference called for development of national programmes, strategies and implementation plans, subregional and regional partnerships, involving stakeholders, in order to promote sustainable use of resources and sustainable consumption and production (SCP) patterns. It supported the inclusion of the 10-year framework of programmes on SCP patterns within the CSD working cycle, the implementation and follow-up of sustainable consumption and production, by disseminating best practices and promoting the work by cleaner production centres and the Regional Environmental Centres (RECs), and the need to consider the development of a pan-European initiative within the Marrakech process.
